Main Purpose of Job
As a Regional Consultant, the Sanitarian IV will provide technical
assistance and direction across multiple environmental health program
specialties. The incumbent in this position will oversee delegated State
functions performed by County Health Departments to ensure statewide uniformity
in the implementation of applicable State laws and regulations. The Sanitarian
IV will review and/or approve project designs, subdivision plats,
administrative appeals, variances, and exceptions to regulations, and will initiate
enforcement actions when necessary. The incumbent in this position will also
assist in the preparation of State Discharge Permits for large (>5000 gpd) on-site sewage
disposal system discharges to groundwater. Additionally, the Sanitarian IV will
provide technical expertise in soils and hydrogeology as they relate to
evaluating site suitability for on-site sewage disposal systems.
The candidate selected for this position may perform field work on the Eastern Shore of Maryland.
This position involves the following
working conditions:
·
Exposure
to uncomfortable or unpleasant surroundings, including outdoor environments.
·
Site
evaluations are conducted outdoors during varying times of the year with
exposure to the elements.
·
Exposure
to hazardous conditions that may result in injury.
·
Slips,
trips and falls can be encountered in the outdoor environment and active work
sites.
·
Physical
demands such as lifting 50 pounds or more, climbing ladders, and carrying
equipment.
·
Carrying
multiple pieces of gear afield over uneven ground and in and out of soil
evaluation pits.
·
Required
use of protective equipment—such as goggles, gloves, and masks—during site
visits.
The incumbent will be required to drive a State vehicle. If you hold an
out-of-state driver’s license, you must provide a certified copy of your
driving record from the issuing state’s Motor Vehicle
Administration at the time of hire. All individuals must maintain a driver's
license with no more than 5 points on their driving record to operate a State
vehicle.
MINIMUM QUALIFICATIONS
Education: Determined by the Maryland State Board of Environmental Health Specialists under the licensing requirements for Environmental Health Specialists.
Experience: Six years of environmental health work experience in the promotion, control, and maintenance of environmental health, two years must have involved direction of an environmental control project and/or supervision of positions performing environmental health work.
Notes:
1. Candidates may substitute the possession of a Master’s degree in public health or environmental health sciences from an accredited college or university for one year of the required general experience.
2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Environmental Engineering classifications or Environmental Engineering specialty codes in the Engineering and Science field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience working with on-site systems on the Eastern Shore.
- Knowledge and/or experience of the principles and dynamics of groundwater protection reports.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Candidates for positions in this classification must possess a current license as an Environmental Health Specialist from the Maryland State Board of Environmental Health Specialists. A photocopy of current registration must be attached to the application form.
2. Licensure requirements are pursuant to Health Occupations Article, Title 11, Annotated Code of Maryland and COMAR 10.60.01 through 10.60.07. The Secretary of the Department of Budget and Management cannot accept any substitutions.
