POSITION DUTIES
The Maryland Public Service Commission seeks a strategic leader with expertise in the management of large-scale, critical infrastructure to serve as its Chief Engineer. In this role, you will be responsible for the technical regulatory oversight of Maryland’s utility assets, ensuring comprehensive compliance with all state and federal safety and service regulations. A key function is serving as the Commission’s lead for emergency preparedness, coordinating response and planning for events involving critical infrastructure in partnership with the Maryland Department of Emergency Management. Your expertise will be vital for guiding policy on infrastructure resilience, system planning, and cybersecurity, ensuring the long-term, reliable operation of services essential to the state’s economy. As the Commission's lead technical expert, you will spearhead investigations into utility-related accidents and incidents, resolving sophisticated engineering challenges to ensure the operational integrity of essential public services.
MINIMUM QUALIFICATIONS
Education: A Bachelor's Degree in Engineering from an accredited college or university.
Experience: Six years of experience in professional engineering, of which:
Three years must be in a management or supervisory position.
AND
Three years must be in one of the following areas:
- Working for a public utility company or an agency that regulates public service companies.
- Infrastructure or facilities management in a large-scale industrial, government, or military environment.
- Oversight, operation, or maintenance of private, government, or industrial electric or gas systems.
DESIRED OR PREFERRED QUALIFICATIONS
● A Bachelor’s Degree or higher in Electrical, Mechanical, or Civil Engineering from an accredited university.
● A Professional Engineer (P.E.) license in the State of Maryland.
● Ten or more years of experience in the engineering, maintenance, and operations of large-scale infrastructure, such as electric grids or gas distribution networks.
● Five years of experience providing expert testimony or detailed technical briefings in formal regulatory or legal proceedings.
● A demonstrated history of success in positions of increasing responsibility.
● Exceptional communication, facilitation, and collaboration skills necessary to advise senior management, lead Commission workgroups, and effectively engage with external stakeholders.
