Introduction

We are seeking a dynamic individual for to be our next  Deputy Secretary - Chief Technology Officer.  

This position will serve as a strategic advisor to the Secretary of the agency and play a prominent role on our senior executive team with broad responsibility over IT engineering, products, and service delivery.

Main Purpose of Job

The Chief Technology Officer (CTO) will lead DoIT in long-term Information Technology innovation, strategy, investment, growth, and policy. The CTO will build solid relationships and work effectively with leaders across the agency, including operations, data and innovation, security, communications and legal. The CTO will directly support DoIT’s ongoing transformation and growth.

***This is an Executive Service position which serves at the pleasure of the Appointing Authority***

POSITION DUTIES

Lead internal applications, hardware, cloud and infrastructure, and service delivery teams at DoIT and continue a culture of agile and collaborative software development at speed, cultivating a willingness to experiment, disrupt, fail, succeed, and keep trying throughout the organization. 

Play a significant role in developing DoIT’s strategy and align engineering infrastructure and capital with that strategy. Help the company achieve its short and long-term goals by focusing the right engineering resources in the right place at the right time.

Partner with the SCISO to strengthen our information security environment and systems and work proactively to reduce vulnerabilities.

Advance the company's technical capacity and progress by monitoring the latest digital trends, identifying potential opportunities, and focusing our efforts accordingly.

Lead our partnerships with large technology platforms.

Cultivate a fast, brave, innovative, experimental, metrics-driven, and customer-focused culture not only within our own agency but across all units of state government.

MINIMUM QUALIFICATIONS

Education:  A Bachelors degree in computer science, cybersecurity, information technology, software engineering, information systems, computer engineering or related field.

Experience:  Eight (8) years of progressively responsible experience in the information technology engineering field, including hands-on experience in several different technology functions (e.g., software development, cloud-based technical architecture, product management, big data, and information security).

Three years of this experience should be in a senior leadership role performing supervisory duties in a large, complex, interdependent organization that includes engineering and related functions.

Experience building customer-facing products that increase audience, revenue, and future growth opportunities.

Note: Candidates may substitute one year of the required experience on a year-for-year basis for the required Bachelors' degree.
