Main Purpose of Job

This senior position functions as the Division Chief for the Long-Term Care Policy & Planning section within the Center Health Care Facilities Planning and Development and reports directly to the Center Director. This position provides overall policy direction, leadership, development, administration, and supervision of this division in health planning for the delivery of long-term care services, under the statutory and regulatory mandates for the Maryland Health Care Commission.

The position will direct the program work and staff of this division, establish work assignments, schedules, standards, procedures, evaluation and progress of requested products including ensuring that appropriate analyses are carried out with respect to staff assignments. The Chief will provide strategic planning, analysis for long-term care services and provide oversight and recommendations for changes to relevant State Health Plan Chapters. The position will also be responsible for presenting materials on behalf of the Director to the full Commission, advisory committees, and work groups. 

This Chief position will work in collaboration with other Center staff, MHCC legal counsel and other MHCC Center staff that establish regulatory policy for health care facilities. Responsibilities will involve developing and leading advisory groups used in the development and updating of the State Health Plan, lead work in policy analysis, health planning, or research requested by the General Assembly or the Secretary of Health that bear on the delivery of long- term care services and for the supervision and review of work assignments to CON division staff on submissions to the Commission that are pursuant to the Long Term Care SHP Chapters. This position will also develop work protocols, progress evaluation, deliverables, and completion of Performance Evaluations.

Exceptional communication and writing skills are required. This position will be providing senior level decision makers with advice and recommendations on a range of long-term care policy and planning questions. 

The Maryland Health Care Commission’s Center for Health Care Facilities Planning and Development develops plans for the supply and distribution of health care facilities and services and regulates the supply and distribution of facilities and services through Certificate of Need and related oversight programs. The Commission itself is an independent regulatory agency that plans for health system needs, promotes informed decision-making and increased accountability, and works to improve access to needed health care services by providing timely and accurate information on availability, cost, and quality of services to policy makers, purchasers, providers and the public. The Commission’s vision for Maryland is to ensure that informed consumers hold the health care system accountable and have access to affordable and appropriate health care services through programs that serve as models for the nation.

MINIMUM QUALIFICATIONS

Requires a Bachelor’s degree from an accredited college or university, with preference for a degree in Health Sciences, Health Care Administration, Public Health; or equivalent experience in a non-health care industry sector that involved substantive responsibilities in planning and market analysis. A master’s or other professional degree will substitute for one year of the required experience. Additional consideration will be given for professional experience in health planning and health care regulation, with five years of experience in a supervisory or project team management role. Substantive work experience in health care administration or law will also receive additional consideration.
