The Data Manager plays a crucial role within the Governor’s Office of Appointments, ensuring
the accuracy, efficiency, and effectiveness of all data-driven aspects of the appointments
process. The Manager is responsible for maintaining and enhancing databases, improving
internal tools, and providing high-level analysis to support the strategic decision-making of the
Appointments Office. This role involves ensuring that all data-related processes align with the
office’s commitment to equity, diversity, and inclusion. To be successful in this role the Manager
must thrive in high-stakes, fast-paced environments that require collaboration and strong
technical skills driven by a natural curiosity to ask questions, problem-solve, and develop
innovative solutions. This position works in both the Baltimore and Annapolis offices, with some
telework.

POSITION DUTIES
Responsibilities
- Leadership and Strategy
- Serve as a member of the Appointments Office leadership team, contributing to strategy development and execution.
- Lead all aspects of the data and information processes to ensure data management and analysis support the overall objectives of the Appointments Office.
- Provide high-level analysis and reports to inform decision-making to the administration’s executive leadership team and other stakeholders.
- Collaborate closely with the Placement and Outreach teams to ensure data- driven insights are integrated into the appointments process.
- Data Management and Process Improvement
- Oversee the maintenance and improvement of existing databases, ensuring data accuracy and system reliability.
- Develop and implement enhancements to internal tools, dashboards, and reporting systems that improve decision-making quality.
- Manage the process of data analysis from application submission through appointment completion, ensuring that all data is accurately captured and utilized.
- Vendor and Stakeholder Management
- Liaise with external vendors and potential contractors to negotiate, procure, and manage software solutions that support the office’s data needs.
- Work with vendors to ensure software tools and services meet the evolving requirements of the Appointments Office.
- Compliance and Reporting
- Ensure that all data processes comply with state statutes and regulations.
- Produce accurate and timely reports for internal use and external communication, supporting transparency and accountability in the appointments process.
- Customer Service and Troubleshooting
- Respond to constituent and customer needs with professionalism, promptly addressing any data-related issues.
- Develop systems and processes that enhance the office’s ability to serve the public effectively.
MINIMUM QUALIFICATIONS
- Bachelor’s degree in a relevant field (e.g., Data Science, Information Technology, Computer Science, Engineering).
- At least five years of experience in data management or a related field, proven skills in data visualization and data analysis tools.
- Exceptional organizational and project management skills.
- Strong written and verbal communication skills.
- Acute attention to detail and a commitment to accuracy.
- Ability to work in a fast-paced environment with shifting priorities.
- Proficiency in Google Workspace (Drive, Gmail, Google Meet, Docs, Sheets, Forms, and Slides).
- A deep commitment to equity, diversity, and inclusion.

DESIRED OR PREFERRED QUALIFICATIONS
- Masters degree and/or project management certification.
- Knowledge of state government operations and Maryland’s legislative process.
- Legal training or knowledge.
