Introduction

This is a Designated Appointment / Management Service position for the State Fire Marshal, Office of the State Fire Marshal and serves at the pleasure of the Appointing Authority.


The Secretary of the Maryland State Police appoints the State Fire Marshal to a six-year term (Public Safety Article, secs. 6-301 through 6-322, Annotated Code of Maryland).  To prevent deaths, injuries, and property damage due to fires, the State Fire Marshal's office inspects buildings for fire safety, investigates arsons, and provides instruction on fire safety.  Manufacturers, dealers, and users of explosives are regulated by the State Fire Marshal, who also issues permits for fireworks displays, and operates a bomb squad unit.


Supervision is received from the Secretary of the Department of State Police.

Main Purpose of Job

The Office of the State Fire Marshal is charged with the protection of persons and property from fire and explosions in accordance with the provisions of Public Safety Article, Title 6, Title 9, Title 10 and Title 11 of the Maryland Code and the State Fire Prevention Code. The State Fire Marshal is the agency head of the Office of the State Fire Marshal. This is a management level position, with the overall responsibility for leading all operations and functions of the Office of the State Fire Marshal to ensure compliance with the State Fire Code which includes but is not limited to the design, construction, and use of new and existing buildings and hazardous processes from a fire safety and property protection standpoint. The State Fire Marshal plans, leads and coordinates the efforts of the entire Agency. The State Fire marshal is responsible for leading and coordinating all activities related to fire prevention, fire and life safety inspections, plan reviews, fire investigation, and explosives licensing and mitigation. Provides direction to the Chief Deputy State Marshal, Chief Fire Protection Engineer, Public Affairs Officer and other administrative staff in the overall coordination and appraisal of comprehensive Agency programs and activities. The State Fire Marshal handles special projects as assigned by the Superintendent of State Police.

POSITION DUTIES

Manages and leads all activities of the Office of the State Fire Marshal, which includes fire prevention, code enforcement, fire and explosives investigation, public fire education and fire data collection and analysis. Ensures laws and regulations are implemented in accordance with the Public Safety Article, Title 6 of the Maryland Code and the State Fire Prevention Code. Along with the laws and regulations in accordance with Public Safety Article, Title 9, of the Maryland Code, Public Safety Article, Title 10, of the Maryland Code and Public Safety Article, Title 11, of the Maryland Code.

Supervises the activities of the Chief Deputy State Fire Marshal, Chief Fire Protection Engineer, Public Affairs Officer and administrative support staff to ensure all goals, objectives and functions of the Office of the State Fire Marshal are completed in accordance with established policies and procedures.

Prepares the Agency budget and legislation in conjunction with the Department of State Police.

Directs and oversees various administrative programs of the Office of the State Fire Marshal to ensure issues and potential challenges are effectively addressed. Programs include, but are not limited to: human resources, recruitment, budget and finance, capital projects including facilities, training, information technology, fleet management, data collection and statistical analysis.

Serves as the Office of the State Fire Marshal liaison with State agencies.

Maintains a working relationship and coordinates with allied agencies to ensure consistent communications regarding issues of homeland security, natural disasters and public safety.

Other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s Degree from an accredited college or university. 

Experience: Five years of experience in fire prevention, fire investigation, promotion of fire safety, fire protection engineering or teaching fire safety engineering with three of the five years being at the management level.

SELECTIVE QUALIFICATIONS

Three of the five years of the required minimum experience must have included managing the operations, functions and full-time staff of a public safety organization tasked with performing the following activities:

1. Ensuring compliance with fire code enforcement

2. Public fire education

3. Fire data collection and analysis

4. Budget development / administration for the organization

5. Managing and supervising the activities of all professional and administrative support staff

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

In accordance with Section 2-204 (b) (6) of the Public Safety Article, candidates for positions in this classification will be subject to an initial drug screening, a physical examination and a complete criminal background investigation, to include a polygraph examination, before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a review of each application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED category and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select the individual to fill the vacancy.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
