This is a Management Services position with the Department of Public Safety and Correctional Services (DPSCS). The incumbent serves at the pleasure of the appointing authority.

POSITION DUTIES

The Executive Director of Procurement manages and directs the overall operations of the Office of Procurement to ensure that procurements are being processed efficiently and effectively in order to meet the needs of the operations of the Department of Public Safety and Correctional Services. This position is responsible for providing interpretation and guidance to various personnel levels throughout the organization on procurement sourcing, interpretation, contract management, training, and other various procurement functions. Responsibilities include:


  • Providing oversight on all procurements and credit card purchases to ensure compliance with COMAR regulations and other policies and procedures.
  • Serving as the overall administrator to various procurement related programs required by the State and the Department such as the credit card program and the Small Business Reserve program.
  • Creating and implementing Department-wide procurement standards, controls, policies, procedures and performance metrics to effectively and efficiency manage the procurements of the Department.
  • Assessing and mitigating risks and liability through contract development and administration.
  • Serving as the primary contact for procurement-related questions as it relates to legislative fiscal notes, training, and policy and procedure interpretation for the Department.
  • Overseeing adherence to the State’s established social economic programs such as the Minority Business Enterprise, Small Business Reserve, and Preferred Providers Programs.
  • Initiating cost savings programs by conducting spend analysis on all procurements in order to categorize and manage procurements in economic manners to benefit the Department and the State.
  • Reviewing and responding to audit reports and corrective action plans.
  • Developing and implementing procurement-related training programs for the procurement staff and the Department.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university.

Experience: Eight (8) years of professional public-sector procurement or private-sector contracting experience that include two (2 )years of supervisory experience

Note: Candidates may substitute additional experience as outlined above on a year-for-year basis for up to four (4) years of the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Experience with Maryland's Financial Management Information System (FMIS).
  • Experience performing the full range of procurement functions in a state agency.
  • Experience analyzing data to improve department management and compliance.
  • Experience in senior or executive-level management.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
