Main Purpose of Job

The main purpose of this position is to administer the statutory mandates of the Maryland Board of Professional Counselors and Therapists established under Title 17, Health Occupation Article and Rules and Regulations as modified by SB 655 (1992) which established fiscal and administrative autonomy for the Board. In addition, as a result of the Senate Bill 655 Implementation Plan, the Board operates with complete responsibility in the areas of licensure functions, disciplinary functions, fiscal information, computer capabilities, office/human resources functions, policy and regulation development functions, administrative functions, public relations, legislative functions, and public information.

The successful candidate will be responsible for providing leadership, setting standards, establishing overall policies and procedures, providing oversight for the licensure program, and the management and development of disciplinary and compliance activities. Will oversee and manage the day-to-day operation of the Board's office: setting program priorities, goals, policies, standards, guidelines and procedures for the Board. The Office and Board are responsible for promoting the standards that benefit the citizens of Maryland. Candidate will be responsible for hiring and supervision of Board staff, budget, deposits, coordination and facilitation of Board and Committee Meetings, oversight of preparation of Board Meeting minute, newsletters and presentations. Will testify on behalf of the Board at legislative hearings and represent the Board at national conferences. Intermediate level knowledge and experience with PowerPoint, Excel, Word and other appropriate software applications is a must.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor’s degree from an accredited college or university and six years of administrative or professional experience, three of which at a supervisory or management level.

A master’s degree will substitute for one year of general experience.  Additional experience will substitute on a year-for-year basis for the bachelor’s degree.  A doctorate will substitute for two years of general experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Experience with legislative functions (e.g. developing new legislation, lobbying, testifying)
  • Experience working for a Board of Directors
  • Experience with strategic planning, quality assurance, public administration, legislative and fiscal initiative and mandates
  • Experience working in government (local, state, federal)
  • Experience in facilitating meetings and making public presentations
  • Knowledge of investigations and reports in the health field and licensing procedures
  • Strong computer and communication skills
