Main Purpose of Job
POSITION DUTIES
- Assisting with the development of specifications and solicitations including Request for Proposals (RFP) and Invitations for Bids (IFB)
- Attending pre-bid/ pre-proposal conferences
- Assisting with the analysis and evaluation of proposals
- Acting as an intermediary between DPSCS Finance and the vendor to review, manage, and approve the payments of invoices and mitigate billing issues
- Monitoring and adhering to contract obligations concerning the State of Maryland and other governmental agencies
MINIMUM QUALIFICATIONS
Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.
Education: A Bachelor’s degree in Business, Public Administration, Finance or a related field from an accredited college
or university.
Experience: Six years of experience in contract management involving the management of large contracts (corporate size) to include: evaluating, negotiating and administering contracts and ensuring compliance with governmental procurement laws, regulations and conditions.
Notes:
1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a
year for year basis for up to four years of the required education.
2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty
credit hours for each year of the required experience.
3. Candidates may substitute the following written certifications, obtained through passing an examination for the
required education: Certified Public Manager from the National Association of Purchasing Management; Certified
Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer
or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of
Governmental Purchasing, Inc. or National Association of State Purchasing Officers).
4. Candidates may substitute U.S. Armed Forces military service experience in Contracting and Industrial Management
classifications or specialty codes in the Procurement field of work at a rate of one year of military experience for the
required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
1. Experience developing, evaluating, and negotiating proposals (Request for Proposals and Invitations for Bids)
2. Experience managing budgets and authorizing payments related to contracted services and products
3. Experience evaluating services rendered to ensure they are in compliance with awarded contracts
