Main Purpose of Job

Employees are responsible for directing programs which are generally found in various agencies, such as public information or director of administration, including the supervision of staff and responsibility for a budget. Establishes overall policies and procedures for the program(s), oversees implementation and approves revisions;Establishes program goals, standards and controls to meet program objectives;


The main purpose of this position is to monitor multiple contracts and ensure vendors operate within the contract parameters and obligations. The duties of this position include, but are not limited to:

  • Assisting with the development of specifications and solicitations including Request for Proposals (RFP) and Invitations for Bids (IFB)
  • Attending pre-bid/ pre-proposal conferences
  • Assisting with the analysis and evaluation of proposals
  • Acting as an intermediary between DPSCS Finance and the vendor to review, manage, and approve the payments of invoices and mitigate billing issues
  • Monitoring and adhering to contract obligations concerning the State of Maryland and other governmental agencies

Education:  A Bachelor’s degree in Business, Public Administration, Finance or a related field from an accredited college

or university.

Experience: Six years of experience in contract management involving the management of large contracts (corporate size) to include: evaluating, negotiating and administering contracts and ensuring compliance with governmental procurement laws, regulations and conditions.


1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a

year for year basis for up to four years of the required education.

2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty

credit hours for each year of the required experience.

3. Candidates may substitute the following written certifications, obtained through passing an examination for the

required education: Certified Public Manager from the National Association of Purchasing Management; Certified

Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer

or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of

Governmental Purchasing, Inc. or National Association of State Purchasing Officers).

4. Candidates may substitute U.S. Armed Forces military service experience in Contracting and Industrial Management

classifications or specialty codes in the Procurement field of work at a rate of one year of military experience for the

required experience.


Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Experience developing, evaluating, and negotiating proposals (Request for Proposals and Invitations for Bids)

2. Experience managing budgets and authorizing payments related to contracted services and products

3. Experience evaluating services rendered to ensure they are in compliance with awarded contracts

· Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
