Main Purpose of Job

This position is responsible for all aspects of the multiagency emergency response planning process for functions delegated to the agency by the state emergency response plan or by the executive staff at the Department of Human Services. This position is responsible for the overall planning, preparation, coordination, operation and readiness of the ad hoc response programs required by the department. This position will be overseeing the multi-agency State Coordinating Function Human Services committee. This position will perform field-leadership positions during emergency response events, and is an essential employee who may be deployed anywhere in the state during plan activations. 

POSITION DUTIES

  • Directs planning priorities, and oversees planning positions which create multi-agency plans.
  • Acts as lead author, or supervises the creation of all necessary plans and SOPs, following Federal guidelines for inception, review and completion.
  • In coordination with operations and recovery positions, creates response programs, for specific scenarios, including required documentation: scopes of work, intake, deliverables, training, publicity documents.
  • Develops working knowledge of the Americans with Disabilities Act, and similar laws, policies and guidance, to ensure plans and operations are compatible with Federal, State and local laws and best practices.
  • Creates presentations for meetings, as required.

MINIMUM QUALIFICATIONS

Education: A bachelor's degree from an accredited college or university in Social Work, Psychology, Human Services, Sociology, Emergency Management, Public Health or similar closely-related major.

Experience: Two years of professional leadership experience. One year of professional experience in disaster response, shelter work, emergency health services, armed forces, law enforcement, firefighting or similarly trained emergency response.

·       Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).

·       Annual Leave - ten (10) days of accumulated annual leave per year.

·       Sick Leave - fifteen (15) days of accumulated sick leave per year.  

·       Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

·       Holidays - State employees also celebrate at least twelve (12) holidays per year.  

·       Pension - State employees earn credit towards a retirement pension.
