Introduction

The Governor’s Office of Crime Prevention and Policy provides access to federal and state grant funds in an effort to support the Governor’s initiatives to fund the police and reduce crime and provide for victims services.

Main Purpose of Job

This position will work closely with the Director of Victim Services/Direct Services to put efficient workflows in place to maximize productivity and performance. Will help develop long-term operational strategies, working to meet customer friendly and legislatively mandated requirements.

Serves as the federal Victims of Crime Act (VOCA) compensation program manager, technology lead, legislative/policy partner and oversees the Criminal Injury Compensation Board’s (CICB) fiscal operations. The person chosen for this position will need to compose clear, well written fiscal, data-driven, programmatic and legislative reports pertaining to victim compensation.

***This is a Management Service position, which serves at the pleasure of the Appointing Authority.***

POSITION DUTIES

As part of the fiscal oversight, responsible for the financial transference and database recordation of Agency Final Decisions as per each corresponding bill, to be sent to The Governor’s Office of Crime Prevention and Policy’s fiscal division for submission to the Comptroller’s Office for final payment.

Interact with claimants, vendors and stakeholders to gather financial and other information in order to process awarded claims. 

Technology

Serves as the technology lead to analyze, interpret internal/external data and make recommendations for efficiency.

Gather data for internal and external stakeholders on behalf of the agency.

Program Management

Serve as the VOCA Compensation Federal Program Manager and is responsible for the grant application, quarterly and federal reporting to include Performance Measurement Tool (PMT) reporting, and close out reporting as well as regular communications with the Office of Victims of Crime (OVC), federal program manager to remain in compliance.  Also responsible for the compensation Fund from the State of MD.

Maintaining the Department of Justice Grants Financial Management Certification and act as point of Contact for the OVC certification process. 

Legislation

Consult with the Policy team and provide subject matter expertise on proposed legislation and fiscal notes.

Ad-Hoc Duties

Provide general consultation on agency matters related to external questions and media communications, database workflow, report generation, and historic procedural interpretation. 

MINIMUM QUALIFICATIONS

EducationBachelor’s degree from an accredited college or university in business, accounting, finance or other related field.

ExperienceThree years of experience performing program management for a large organization, to include fiscal oversight of the program(s) and technical expertise in compiling data and reporting requirements. One year of the three years required must have been in a supervisory role.

NoteAdditional experience as described above may be substituted on a year-for-year basis for the required Bachelors' degree.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to candidates who have one or more of the following skillsets or experience:

Experience working with and understanding victim compensation laws, federal or state.

Working knowledge of the State of MD finance regulations/procedures.  

Technical background in gathering, analyzing and interpreting data.

Legislative experience.

Working knowledge of federal and/or state grants to include reporting, funding and related fiscal matters.
