POSITION DUTIES
The Title IV, Part A Grant Specialist has
primary responsibility for providing support, consultation, direction and
technical assistance in the implementation and monitoring of the Title IV, Part
A: Student Support and Academic Enrichment Grant (SSAE) at the local education
agency (LEA) and State level. This position also identifies best practices and
evidence-based activities for improving student academic achievement through
well-rounded educational opportunities, safe and healthy school initiatives, and
effectively using technology to personalize student learning and improve
overall digital literacy.
Responsibilities include:
- Responsible for research that identifies evidence-based activities in well-rounded educational opportunities, safe and healthy school initiatives and the effective use of technology and maintains an inventory of such activities to inform training, technical assistance and consultation to schools, school systems, MSDE staff, and other agencies.
- Organizes meetings and workshops to assist in providing leadership and technical assistance in accordance with specifications set by the immediate supervisor.
- Supports efforts related to the Title IV, Part A grant to provide quality training, and to monitor the implementation of grant activities.
- Assists the development and implementation of the Title IV, Part A application process.
- Collects and analyzes data on Title IV, Part A implementation and the use of funds for related activities.
- Manages the website for the Division of Student Support, Academic Enrichment, and Educational Policy.
- Assists in the development of the annual calendar and budget, and manages contracts for the provision of local, regional, and statewide training events accordingly.
- Formats and types text, charts, and graphs for reports to relay information about the program and to meet reporting requirements.
- Reviews and finalizes interim progress and annual reports regarding Title IV, Part A for the State and United States Department of Education.
- Assists and supports local Title IV, Part A site visit monitoring reviews.
MINIMUM QUALIFICATIONS
Education:
A Master’s degree or at least 36 hours of equivalent post-baccalaureate
course work from an accredited college or university.
Experience: Three years of administrative or
teaching experience in an education program.
Notes:
1. Candidates may substitute a Bachelor’s degree and five
years of experience as described above for the required education.
2. The above requirements are set by the Maryland State
Department of Education in accordance with Education Article, Section 2-104,
Annotated Code of Maryland.

- Experience or education related to Student Support Services (school climate, behavioral health, counseling, etc.)
- Experience in graphic design and website maintenance/development
- Experience with Microsoft Office 365 and related applications
- Experience in data management and analytics
- Experience researching content and preparing reports or executive summaries
- Experience preparing and delivering presentations and training
SPECIAL REQUIREMENTS
Applicants must consent to a State Police
Investigation (fingerprinting) as a routine procedure for all employees with
this Agency.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
