POSITION DUTIES

This position is responsible for providing Mathematics assessment leadership in the development of the Maryland Comprehensive Assessment Program (MCAP) which aligns with the Maryland College and Career-Ready Standards (MCCRS) for Mathematics. The incumbent will serve as project manager for the MCAP math assessment development cycle including but not limited to item development, content and form review, range finding, and field test data reviews. This position collaborates with the Office of Teaching and Learning Instructional Programs and Services (OTLIPS) to provide resources and professional development opportunities that improve educators’ understanding of the standards and assessment.

Responsibilities include:
  • Monitor state test deliverables, assessment delivery systems and resources to ensure quality.
  • Recruit, select, assign and train educators to develop and evaluate new items. 
  • Review items, operational and practice assessment forms for adherence to blueprint, functionality and other requirements.
  • Review and analyze test blueprints. 
  • Analyze statistics from the field test administration. 
  • Participate in mathematics assessment reviews. 
  • Develop scoring materials. 
  • Develop a variety of assessment items according to standards frameworks and other requirements across multiple grade levels. 
  • Assist with development of assessment guides brochures and sample question packets. 
  • Collaborate in the development and delivery of trainings to Local Accountability Coordinators, Special Placement Schools and School Test Coordinators. 
  • Develop and refine Mathematics assessments resources. 
  • Conduct analyses of assessment results and support schools in interpreting these results. 
  • Respond to administration and school requests for information.

MINIMUM QUALIFICATIONS

Education:  A Master’s degree or the equivalent of 36 credit hours of post-baccalaureate course work from an accredited college or university. Coursework or certification in Mathematics is preferred.

Experience: Four years of administrative or teaching experience in, or affiliated with, an education program; including two years of experience in coordinating or administering a Mathematics program in grades 5-12.

Notes:

1. Candidates may substitute a Bachelor’s degree and 6 years of experience directly related to the position option for the required education.

2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.

3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland.  The specific education and experience qualifications for each position are on record in the Office of Human Resources Services.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Knowledge of educational assessment programs and online educational assessments. 
  • Experience in providing technical assistance to various, diverse audiences. 
  • Experience with Managing an education program or Project Management experience. 
  • Experience with executive-level reporting.

SPECIAL REQUIREMENTS
