LOCATION OF POSITION

This position is with the Maryland Department of General Services, Office of Human Resources, located in Baltimore City, Maryland.
A hybrid work schedule with telework opportunities is available.

Main Purpose of Job

This position functions as a Senior Human Resources Generalist within the Office of Human Resources for the Department of General Services (DGS). The Senior HR Generalist is responsible for executing human resources personnel activities, specifically in the areas of full lifecycle recruitment (from vacancy to hire) and Employee & Labor Relations / Performance Management, and will work as a generalist in other HR subject areas as needed. The incumbent must use discretion and independent judgment to make decisions and provide recommendations to upper management on personnel actions. This position functions with minimal supervision and must be able to make decisions and communicate effectively. Works on sensitive and confidential projects that require high level direction, discretion and judgment; and ensures that policies and practices are upheld and enforced. The incumbent serves as a subject matter expert on the JobAps recruitment system and Workday HRIS system, and is responsible for ensuring that the systems are used appropriately and effectively to enable DGS to meet all recruitment and personnel needs. Finally, this position serves as a lead over lower-level HR generalists and HR paraprofessional staff in the office.

POSITION DUTIES

Duties for this position include, but are not limited to:

40% - RECRUITMENT & TALENT ACQUISITION:
Independently handles full lifecycle recruitment and selection activities including, but not limited to: working with hiring managers on assessing needs with vacant positions; reviewing and developing selection plans for approval by management; preparing requisitions and job announcements; reviewing applications for minimum qualifications; providing hiring managers with qualified job candidates using eligible lists; recommending salaries for new hires; preparing offer letters for selected candidates and making job offers.
Acts as a consultant to DGS managers and supervisors on recruitment matters, including the recruitment, selection and interview process, selection plans and job announcements, contractual conversions, and recruitment forms.  Maintains communication and coordination with managers for the purpose of prioritizing recruitments; maintaining position control; updating vacancy reports; and finalizing selections.
Researches available labor pools and sources, and develops recruitment strategies to achieve DGS’ recruitment and employment goals and objectives.
Reviews and certifies selection plans and interview questions prepared by managers as job related and appropriate. Assists managers with the development of selection plans and interview questions.
Develops job announcements for internal and external posting, as well as advertisements for targeted media outlets.
Develops screening mechanisms for minimum qualification certification.  Evaluates applications for various positions by applying minimum qualifications (education and experience requirements) to determine eligibility for interviews.
Recommends salary offers to HR management for approval, prepares offer letters for selected candidates, and makes job offers to candidates.  Communicates with candidates throughout the stages of the recruitment and selection process to ensure they are kept updated in the process.
Ensures selection and hiring processes are conducted legally and in compliance with all State and Federal laws and regulations.  Ensures that State EEO guidelines are followed and that EEO strategies are employed as defined within the agency to meet goals.
Responsible for the advanced functions of job analysis, test development and validation, as well as the reporting that goes along with these functions. Independently performs tasks associated with candidate testing and assessments.  
Develops recruitment strategies and performs necessary outreach/recruitment activities to attract qualified and interested applicants to DGS positions. May attend job fairs, high school career workshops, college internship fairs, and other similar functions to represent DGS and encourage candidates to apply for positions.
Trains and educates DGS hiring managers and support staff in interviewing techniques, proper use of eligible lists, writing interview questions and benchmarking responses and other selection methods.

40% - EMPLOYEE & LABOR RELATIONS / PERFORMANCE MANAGEMENT:
Assist the HR Management team with EER and labor relations cases, to include conducting initial investigations and making potential recommendations to management.  This includes gathering information, meeting with and interviewing staff as needed, data collection, etc.
Work closely with managers and supervisors on issues concerning employee counseling – educate managers on the counseling process and make recommendations to management on next steps in the counseling process.
Review and edit employee counseling memos submitted by managers to ensure they follow guidelines before they are implemented.
Serve as an initial contact and liaison for intake and assessment of employee complaints and issues.
Manage the semi-annual Performance Evaluation Process (“PEP”) for the agency, serving as a point of contact for managers and supervisors with questions, reviewing documentation, and ensuring that the agency meets all applicable deadlines for this process.
Assist HR Management as an HR liaison with the Department of Budget & Management for EER and labor relations processes and procedures.

20% - OTHER DUTIES:
Provides information to managers/supervisors and employees on classification processes, answering questions as needed, and keeps all involved parties updated on open processes. 
Utilizes job analysis skills to make recommendations to HR management on appropriate classifications for vacant and filled positions.
Maintains communication with Department of Budget & Management staff in the Recruitment & Examinations Unit, Labor Relations Unit, and Classification & Compensation Unit for the purpose of sharing information and resolving problems and coordinating project activities.
Utilizes the SPS Workday system to process various personnel transactions, as needed. 
Serves as a lead over lower-level HR generalists and HR paraprofessional staff in the office, to provide guidance on policies and procedures, training and monitoring of projects, as needed.
Works as a generalist in other HR subject areas and on special projects as needed.

MINIMUM QUALIFICATIONS

Experience: Seven (7) years of total experience, to include three (3) years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation; AND an additional four (4) years of professional HR management work experience in the areas of recruitment and selection, classification, salary administration, employee relations, or test development and validation or as a generalist.

Notes: 
1. Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of the required experience.  Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions.  Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment procedures. 
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation for the required experience. 
3. Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field for up to six years of the required experience. 
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

- At least three (3) years of experience in the HR subject areas of Recruitment / Talent Acquisition AND Employee / Labor Relations is strongly preferred.
- Professional Human Resources experience with a Maryland State agency is strongly preferred.
- Proficiency in Microsoft Office (Word, PowerPoint, and Excel) is strongly preferred.
- Experience using the State's JobAps and/or Workday systems preferred.
- Excellent oral and written communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification.
