Main Purpose of Job

The Regulatory and Compliance Engineer (RCE) Senior will develop effluent limitations for municipal wastewater treatment plants that discharge treated wastewater into the State of Maryland. The incumbent in this position will also conduct scientific and engineering evaluations to support the permit issuance and planning for facilities with new or expanded wastewater discharges. The RCE Senior will complete site investigations, field surveys, water quality modeling, preparation of discharge permit and summary reports, public presentations and testimonies in the events of contested case hearing. In addtion, the incumbent will be responsible for responding to public comments in support of the permitting process. All of the above duties must be done in accordance with the Total Maximum Daily Load (TMDL) development, watershed permitting and smart growth principles. The incumbent in this position should have a deep understanding of municipal planning and the ability to guide municipalities in their challenging wastewater facility planning activities.  


The working conditions of this position may involve exposure to uncomfortable or unpleasant surroundings. Regular site visits of wastewater treatment plants where unpleasant odors always exist. Work involves exposure to hazardous conditions which may result in injury. Site visits may involve exposure to chlorine and other potentially hazardous chemicals used in wastewater treatment. Work involves special physical demands such as lifting 50 pounds or more, climbing ladders, etc. Site visits and field surveys require plenty of walking through rough terrains with climbing up and down embankments and marshlands. Work requires the use of protective equipment such as goggles, gloves, mask, etc. When going on site visits, protective gear is mandatory.


The incumbent in this position will be required to drive a State vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment.  Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.


MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: Three years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering/architectural standards, practices, principles and methods.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at          least 20 credit hours in engineering and two years performing engineering architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety or related areas for the required education.

2. Candidates may substitute the possession of a Master’s degree in engineering or architecture from an accredited college or university for up to one year of the required experience.

3. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education and one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.

The Maryland Department of the Environment has determined that this classification necessitates the investigation and background check of the eligible individual for purposes of verification of suitability for employment.  When appropriate and job-related, areas of investigation may include, but are not limited to employment history, academic credentials, military records, criminal records, and personal references.  Continued employment in this position will be contingent upon the results of the background investigation.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
