Main Purpose of Job

The primary purpose of this position is to perform high level Technical Project Manager and Enterprise Systems Administrator services for the Maryland Total Human-service Integrated Network (MD THINK) Division of the Department of Human Service Unit. The position functions as Technical Project Manager and is responsible but not limited to directs and/or assists in the direction of the activities of Director Contracts Management and Vendor Relations. Security management, Human services management, vendor communications, information technology (IT) support, procurement, training, and other duties as assigned. This is a highly proficient level position which requires the ability to work independently and have a fundamental knowledge of State and Federal regulations, policies, and procedures to ensure that maximum allowable services can be met for internal and external customers. This position is essential to achieve MDTHINK’s and other community partners to deliver the most effective and efficient services to our population.

POSITION DUTIES

Technical Project Management
  • Conduct program and technical reviews, status meetings, and reports.
  • Lead the IT Service Deliverable Team on technical delivery work.
  • Identify, categorize, and proactively manage program risks using a structured approach.
  • Effectively execute the project plan to successfully deliver within budget and on schedule.
  • Conceptualize And Execute Technical Projects.
  • Providing technical support with a high degree of customer satisfaction.
  • Meeting with upper-level management, vendors, users and other information technology administrators to discuss and resolve computer information systems issues.
  • Performing risk assessment and impact analysis to reduce the likelihood of significant service outages.
  • Reviewing, evaluating and determining feasibility of requests for computer information system services.
  • Prioritizing projects, determining staffing requirements, developing work plans and deadlines, monitoring the progress of projects and approves completed projects for technical accuracy, completeness and adherence to established policies, procedures and standards.

  • Assign Jira Tickets
  • Run Tanium Reports and Queries
  • Act as Liaison for Vendors
  • Close Jira tickets / Monitor Jira Tickets
  • Monitor and assign service desk tickets
  • Provide Mentorship to IT Team
  • Facilitate Day to Day Break Fix and Requests from State Employees to OTHS

MINIMUM QUALIFICATIONS

Education: -Bachelor's degree in Computer Science, Information Technology, or related field.
Experience: Eight years of experience in IT Management or lead, with four years of managing technical projects experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:
  • Five years of IT experience technical support.
  • Two years of experience with Enterprise Domain Administration, Implementation and Design.
  • Two years of customer experience.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
