Main Purpose of Job

This position will serve within the Information Technology Division of the Support Services Bureau. This position is critical to the communications infrastructure of the Department. This position is responsible for the deployment and administration of agency cell phones and mobile device management solutions in compliance with State and Agency policies. This position will serve as the Department's cellular procurement officer and the MSP Contract Administrator for cellular communications.

POSITION DUTIES

Serve as administrator of the Department's Mobile Data Management (MDM) solution.

Serve as the Department's contract administrator for all cellular communications services and equipment.

Serve as the Department's Cellular Procurement officer.

Other duties as assigned by supervision or Command staff.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience evaluating, implementing and maintaining personal computer hardware and software.

Notes:

1. Candidates may substitute experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, data base or other applications on a year-for-year basis for the required education.

2. Candidates may substitute nine credit hours in personal computer applications at an accredited college, university or institution for one year of the required experience.

3. Candidates may substitute the completion of a certification program in computer repair, such as Microsoft A+ or an   equivalent program for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Cyber and Information Systems classifications or Cyber and Information Systems specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1. One year experience configuring, deploying, and managing mobile device management (MDM) software to enforce security policies and manage device configurations on Android and Apple Devices.

2. One year experience working with wireless device carriers processing equipment orders, service orders, and billing.

3. One year of experience with State of Maryland Government procurement procedures to include FMIS / ADPICS experience.

4. Experience working with Active Directory user management and policies related to MDM user authentication

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

In accordance with Section 2-204 (b) (6) of the Public Safety Article, candidates for positions in this classification will be subject to an initial drug screening, a physical examination and a complete criminal background investigation, to include a polygraph examination, before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a review of each application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED category and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select the individual to fill the vacancy.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
