Main Purpose of Job

The Administrator V is the managerial level of work in the Department of Juvenile Services, Behavioral Health Services, responsible for managing behavioral health services at Victor Cullen Center (VCC). This position is responsible for developing, implementing, and monitoring quality and outcomes of behavioral health services at VCC. This position provides both clinical and administrative supervision to all Mental Health Professional Counselors (Graduate and Advanced), and provides administrative supervision of Social Worker I, Criminal Justice (CJ). Clinical supervision of those staff in the Social Worker I, CJ classification is provided by appropriate social work staff in the behavioral health unit as per individual contracts established with the staff member. The Administrator V directs and coordinates activities of a treatment program at VCC. The incumbent is also expected to provide direct clinical services and maintain a small caseload of direct services to youth at the facility, and to provide consultation and/or supervision to other clinical staff.

This position is primarily Day Shift but requires some evenings, weekends, and on-call coverage.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work. 

Notes: 

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience. 

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the minimum and selective qualifications to be considered. Include clear and specific information on your application regarding your qualifications.

1. Candidates must be licensed by the Maryland State Board of Professional Counselors and Therapists under the licensing requirements for Licensed Clinical Professional Counselor (LCPC) or Licensed Clinical Alcohol and Drug Counselor (LCADC). 

2. Candidates must currently hold Board Approved Supervisor status as a Licensed Clinical Professional Counselor (LCPC) or Licensed Clinical Alcohol and Drug Counselor (LCADC) with the Maryland State Board of Professional Counselors and Therapists.

DESIRED OR PREFERRED QUALIFICATIONS

• Three years of professional experience delivering/providing behavioral health services.

• Two years of experience providing behavioral health services to adolescents with mental health and/or substance abuse disorders, preferably in the Juvenile Justice system.

• Two years of experience providing clinical and/or administrative supervision to behavioral health clinicians. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
