Introduction


The Maryland Department of Agriculture is a department under Maryland's Executive Branch.  Formed in 1972 by the Maryland General Assembly to address the agriculture needs for the State of Maryland, the Department oversees and serves as a regulatory body for animal health, consumer services to include marketing and lab services, plant and pest management and resource conservation.  As the number one industry in Maryland, the diversity of agriculture programs in the State continues to expand and grow.

LOCATION OF POSITION

50 Harry Truman Parkway, Annapolis, Maryland 21401

Work will primarily be performed in Montgomery County.

Main Purpose of Job

The purpose of this position is to ensure equity in commercial transactions between buyers and sellers of commodities, goods, and services pursuant to the requirement of Title 11, Agriculture Article Annotated Code of Maryland which is Maryland’s Weights and Measures Law. This position is emergency essential.

POSITION DUTIES

Learns to routinely inspect, and test, and initiate directed enforcement action on common and less complex small, medium, and large capacity scales and to verify compliance with specifications, tolerances, and technical requirements adopted in the National Institute of Standards and Technology (NIST) Handbook 44.  Follows prescribed testing procedures in NIST handbook 112 Examination Procedures Outline (EPO), and utilization of device specific technical information from the National Conference on Weights and Measures (NCWM), National Type Evaluation Program (NTEP) Certificate of Conformance (CC).  Follows directed enforcement action in Maryland’s Examination Procedures Outline, and the program’s Field Inspection Staff Work Plan.

Learns to routinely inspect, test, and initiate directed enforcement action on common and less complex small liquid measuring devices, and vehicle tank meters, and to verify compliance with specifications, tolerances, and technical requirements adopted in NIST Handbook 44. 

Learns to routinely inspect, test, and initiate directed enforcement action on random and standard packaging.  Ensures net content and compliances with labeling requirements and method of sale of commodities.  Follows prescribed testing procedures as adopted in NIST Handbook 133 and NIST Handbook 130 in conjunction with the Annotated Code of Maryland Agriculture Title 11 and Maryland COMAR Title 15.

Learns to complete all inspection report forms associated with evaluated inspection activities.  Learns to complete all forms of activities associated with program administrative requirements. 

Learns to perform investigations in response to general consumer complaints and may assist in more complex or specific inquiries that allege incorrect weight or measure or the misuse of devices.

Learns to follow procedures, guidelines, and enforcement actions published in Maryland’s EPO and the Field Inspection Staff Work Plan in regard to directed enforcement action, which encompasses device approval, rejection, condemnation, stop use, random weight packages ordered off sale, and standard packages issued a stop remove order.  Any enforcement action may result in civil action and or criminal action.

Learns to inspect Weights and Measures device registration certificate to ensure information is correct and device type and numbers are accurate.  Follows program procedures for registering businesses and making corrections.  Issues new registration applications as needed. 

Learns to perform inspections as assigned on common and less complex weighing or measuring devices (e.g., linear measuring devices, dry measures, and grain moisture meters).

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year experience in performing inspections or investigations or taking enforcement action to ensure compliance with a set of standards, regulations, or laws.

Notes:

1. Applicants may substitute fifteen credit hours in physical sciences; chemistry; mathematics; engineering, or law enforcement at an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience non-commissioned officer in quality assurance, inspection and grading classification or quality assurance, inspection and grading specialty codes in the agricultural commodity grading field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess any of the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience testing of weighing and measuring devices

Experience conducting investigations in response to consumer complaints

Experience enforcing laws and regulations

Experience with using Microsoft 365 (Word and Excel), and Google Mail

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification are assigned duties, which require the operation of a motor vehicle and will be required to possess a motor vehicle operator license valid in the State of Maryland. 

SPECIAL REQUIREMENTS

Employees in this classification may be assigned to any county or region of the State and may be required to establish residence within their assigned geographic area. This position is Emergency Essential.
