Main Purpose of Job

The State Treasurer has delegated authority to manage all Financial and Insurance Services procurements for the State of Maryland. This position is responsible for monitoring that delegation and performing relationship management with the partners of several Statewide Contracts. Additionally, this position will serve as the Office’s expert with regard to knowledge of State Contracts and will recommend resources for procurements for commodities and services procured outside of the Agency’s delegated authority.  In an effort to educate agencies of the Treasurer's Procurement Authority, this position will perform outreach to the agencies and will guide them in the process of adding their prospective procurements to the Treasurer's procurement schedule. Finally, this position serves as the Corporate Purchasing Card Administrator, ensuring compliance with the General Accounting Guidelines for Agency card holders.

Core responsibilities: Serve as the contract administrator for the Statewide Armored Courier Services contract, monitor activity of all Treasurer’s Office corporate purchasing cards, perform amendments and modification for all active STO contracts, perform outreach to agencies to educate them regarding the Treasurer’s procurement authority, research statewide contracts to recommend appropriate procurement direction, and other projects and duties as assigned.

This position will ultimately be responsible for ensuring compliance of all active contracts and auditing processes and documents of all procurements performed or delegated. The ideal candidate should have excellent interpersonal skills and be able to demonstrate effective verbal and written communication skills.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

  • Two of the required years of experience must be specifically in government contracts management or procurement guided by Local, State or Federal procurement laws and regulations.  If substituting master’s degree for experience, at least 30 credit hours must be specifically related to contract management, contract law, or related courses.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with financial contracts.
  • Knowledge of commercial banking services and products.
  • Knowledge of commercial insurance general liability services and products.
  • Accounting or Finance experience.
  • Proficiency in Microsoft Outlook, Word, and/or Excel.

LIMITATIONS ON SELECTION

Applicants must be willing to work in the Annapolis area.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
