Main Purpose of Job
The Administrator III will be responsible for managing and directing the initial screening process of all incoming Joint Federal/State Permit Applications to the Wetlands and Waterways Protection Program and will manage the Application Screening and Coordination Section. The incumbent in this position will manage and coordinate the operation of each of these processes/activities within the Wetlands and Waterways Protection Program to ensure that each application is properly set up for processing in an efficient and timely manner. The incumbent will also be responsible for implementing and overseeing the process for screening the initial permit application and maintaining data pertaining to that process, assisting staff with the organization and data needed to keep accurate records and working on the development of new operating procedures.
The Administrator III will also oversee and update the Wetlands and Waterways webpage for the Department’s website. Keep the information current on the website, and oversee customer friendly formatting. The incumbent will provide updated information and tools as a key function of this position in order to better serve the citizens of Maryland across the state for meeting the Customer Service Promise. The incumbent in this position will also ensure that the uploads of Public Notice documents and Notice of Public Hearing to the website are in accordance with regulatory requirements. The Administrator III will also maintain a list of interested persons and emails or will mail the public notice/public hearing notice separately to interested persons list for every qualifying project. The incumbent will serve as a team leader for the section on the development of electronic permitting application projects and integration into the application processing operating procedures. The incumbent will also develop standard operation procedures and will provide input into policy development for the Program regarding processing and screening of applications and website updates.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Knowledge and/or understanding of environmental permitting in Maryland;
- Experience interacting with the public in a customer service capacity;
- Professional experience interacting with Federal, State, County or Local levels of
- Government;
- Data entry experience, and working knowledge of database processes and data
- Management;
- Basic understanding of GIS software applications and GIS functions.
