Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

Main Purpose of Job

This position will be responsible for determining the financial, regulatory and overall due diligence considerations for Casino and Sports Wagering operators, manufacturers, contractors, their officers, directors, employees, and other designated persons. The incumbent will uphold the policies, procedures and requirements mandated by the Regulatory Licensing and Background Investigations Division to ensure the integrity of the position and the Division. The incumbent will provide all applicants, references, companies, customers and stakeholders with services in accordance with the State of Maryland Customer Service Promise.

POSITION DUTIES

- Examination, evaluation, and investigation of all applicants to provide assurance that applicants meet suitability
requirements as established by law.
- Conduct field investigations and interviews of applicants, witnesses, and other relevant parties to corroborate
information on applications.
- Develop comprehensive investigative reports that support the denial/approval of licensure.
- Maintain each case file and documentation within electronic database.
- Prepare necessary documentation and correspondence for Commission meetings that supports auditing and
enforcement programs.
- Provides testimony before Hearings and Appeals, the Commission and courts of law or hearing forums.
- Provides constituents, businesses, customers, and stakeholders with services in accordance with the State of
Maryland Customer Service Promise.
- Travels within Maryland, the United States and abroad to complete investigative assignments as required.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

- Proficiency in working with Microsoft Office.
- Investigative experience within the gaming industry.
- Gaming and investigative experience applicable to COMAR.
- Strong writing skills

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
