Main Purpose of Job

This recruitment is for two positions. The main purpose of these positions is to protect public health through assisting the director of environmental health in the planning, directing, and supervising the activities within the Carroll County health department’s environmental health bureau. This will include securing compliance with local and state health and environmental laws and regulations and coordinating environmental health programs with Carroll County and municipal governments.

The first position will perform these duties in areas including development review, on-site sewage disposal, well permitting, capacity management, sewage sludge, septage waste haulers and building permits. 

The second position will perform these duties in areas including drinking water, swimming pools, bathing beaches, sewage overflows, food service facilities, camps, rabies, air quality and vector.

MINIMUM QUALIFICATIONS

Education:   Determined by the Maryland Board of Environmental Health Specialists under the licensing requirements for Environmental Health Specialists.

Experience: Four years of experience performing inspections and investigations in the field of environmental health to ensure compliance including two years in a supervisory capacity.

Notes:

1. Candidates may substitute possession of a Master of Public Health or Master of Science degree from an accredited college or university for one year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Environmental Engineering classifications or Environmental Engineering specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:

1. Experience with creating data reports.

2. Experience with Geographic Information Systems (GIS).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in these classifications must possess and maintain a current license as a Registered Environmental Health Specialist from the Maryland State Board of Environmental Health Specialists.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required.
