Introduction

The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the legal business of the State, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials and institutions of State Government. As Maryland’s 47th Attorney General, Anthony G. Brown, leads the Office with a key focus on equity, justice, and fairness.

Maryland received a FY2021 Sexual Assault Kit Initiative (SAKI) grant from the U.S. Department of Justice’s Bureau of Justice Assistance. The FY2021 SAKI grant will be used to further the state’s accomplishments under the FY2018 SAKI grant, including continuing to test sexual assault evidence kits (SAEKs), investigating Combined DNA Index System (CODIS) hits and cold cases, providing services to victims, improving Violent Crime Apprehension Program (VICAP) entries, and tracking CODIS hits within the state.

Main Purpose of Job

The Office of the Attorney General is seeking applicants for a full-time contractual CODIS Hit Investigator position who will be responsible for providing investigative support to help local law enforcement agencies investigate and follow-up on CODIS hits for SAKI grant cases. The Investigator will also be responsible for helping agencies enter eligible cases into VICAP. Lastly, the CODIS Hit Investigator will provide trainings on trauma-informed cold case investigative strategies, including the appropriate victim notification practices and techniques.

Candidates must be capable of working cooperatively with law enforcement personnel at multiple agencies. Key skills include strong communication, victim empathy, ability to work independently, attention to detail, and problem solving. 

On an as-needed basis, CODIS Hit Investigator will be required to work outside of normal business hours and to travel throughout the State. Must possess a valid Class C driver’s license.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidates will possess:

1.  A Bachelor’s degree, preferably in criminal justice or a related field.
2.  Three years  of  criminal  investigative  experience.  Investigative experience in sexual assault cases and/or cold cases is preferred. Four years of law enforcement experience can be substituted for the Bachelor’s  degree.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. 

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
