Main Purpose of Job

The Office Services Clerk Lead assists the supervisor in leading a team of office skills personnel in the Family Investment Division of the Harford County Department Of Social Services and assists in managing all assigned administrative support and clerical functions, ensuring that the work of the team results in high quality services to office staff, people in economic need, and in the promotion of independence.

POSITION DUTIES

  • Guides and trains lower-level office skills specialist in clerical procedures and equipment usage; monitors office skills specialists in the carrying out all functions assigned to the team by maintaining competence in public assistance program policy, procedure, and the automated systems, establishing expectations, coaching, meeting training needs, and providing feedback on a regular basis.
  • Initiates and maintains open and effective communication with supervisor, unit staff, other team leaders, other DSS service sites, DHR central staff, other community service providers and customers to convey and collect information to gain cooperation and to achieve consistency in operations and interpretations of policies and procedures, by being accessible, seeking recommendations and feedback, and presenting information/instructions clearly.
  • Assists with leading a team of office skills specialists to ensure the provision of high quality services in compliance with federal, state, and local policies and procedures, by using the team approach, demonstrating good decision-making and problem solving skills and fostering an atmosphere of continuous improvement.
  • Plans and implements with supervisor for staff assignments, schedules, training, and flexible program processes and procedures to achieve effective and efficient daily operations and service provision by assessing available resources and coordinating and communicating with all staff affected.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing clerical duties.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience.

2. Six months clerical training with three courses in subjects such as keyboarding, clerical math, word processing, spreadsheets, data base, graphics presentation, proofreading, or office etiquette may be substituted for six months of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administrative classifications or in Administrative, Clerical, or Office Services specialty codes in the Clerical Support field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience in using Microsoft Office and Google Suite.

One year of experience in leading other clerical staff.

One year of experience with operating basic office equipment.

Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date). 

Annual Leave – ten (10) days of accumulated annual leave per year.

Sick Leave – fifteen (15) days of accumulated sick leave per year.

Parental Leave – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

Holidays – State employees also celebrate at least twelve (12) holiday per year.

Pension – State employees earn credits towards a retirement pension.

Positions may be eligible for telework.
