Main Purpose of Job

The Planner Supervisor supports the department’s responsibilities in resource conservation and management, including sustainable growth, land preservation, climate change mitigation, adaptation and resiliency, forest resource planning, and water resource management. The position works with other staff from MDP, other state agencies, local governments, federal agencies, various stakeholders and the public toward achieving state and department sustainable growth, resiliency, equity, economic and environmental goals.

The Planner Supervisor represents the department on certain boards and commissions; provides technical and policy assistance to local governments, sister agencies and residents; completes research, analysis and writing to support regional, state and local planning efforts; administers programs, task forces, and commissions; and provides staff support and frequent communications with sister agencies to ensure that departmental concerns are addressed. As needed, the Planner Supervisor will complete other planning projects.

POSITION DUTIES

Activities include, but are not limited to the following: 

Chesapeake Bay Initiatives – provide staff support and frequent interactions with sister agencies to ensure that Departmental and local government concerns are addressed in Chesapeake Bay restoration and climate change initiatives. As directed, provide staff support for MDP’s participation in Chesapeake Bay-related meetings at the federal, State, local and interstate levels; assist with selected projects that support MDP or local government growth and environmental goals (such as integrating land use planning and sustainable growth with water resource protection and Chesapeake Bay restoration); and promote use of MDP data, analyses and forecasts by sister agencies and the federal government in the Chesapeake Bay restoration effort. Represent MDP on the Critical Area Commission. As directed, provide staff support for the Patuxent River Commission.

Climate Change and Resiliency Initiatives –as directed, provide staff support for MDP’s participation in the Maryland Commission on Climate Change and other state agency climate change initiatives; assist with tracking and facilitating MDP’s implementation of department strategies and policies related to climate change and resiliency; provide outreach to sister agencies and local governments on climate change and resiliency and its incorporation in local plans; and support for the update and implementation of the Maryland saltwater intrusion adaptation plan.

Land Preservation and Forest Resource Planning Initiatives – serve as the department lead in providing guidance to local governments and collaborating with sister agencies on land preservation and forest resource planning issues, including supporting the update and implementation of the interagency Maryland the Beautiful plan. Represent MDP on the Maryland Agricultural Land Preservation Foundation (MALPF) Board. With the Maryland Department of Natural Resources, develop guidance, and provide reviews and assistance for the 5-year local Land Preservation, Parks and Recreation Plans.

Supervision, Project Lead, & Staff Development – This position provides direct supervision of the Natural Resources Land Planner IV and serves as project leader, as directed, on various resource conservation and management initiatives for the department.  Additionally, the Planner Supervisor will serve as subject matter expert for MDP staff development and training.

Other job-related duties – As needed, the Planner Supervisor will complete other planning projects, such as those in support of the Sustainable Growth Subcabinet, Project Green Classrooms, the Soil Health Advisory Committee, or support for the Clearinghouse.

A strong environmental planning background is essential along with knowledge of local and State governmental regulations. Excellent analytical and research skills required, particularly in the area of environmental policy and practice. Ability to learn quickly, retain information, manage multiple projects simultaneously, and be efficient and productive with minimal supervision.

MINIMUM QUALIFICATIONS

Education:    A Bachelor’s degree from an accredited college or university that includes 30 credit hours in Planning, Environmental Science, Environmental Studies, Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Information Technology or Urban Affairs.

Experience:   Four years of experience in research and planning projects related to the development and use of land, water, transportation, community or natural resources by providing assistance in obtaining, analyzing and conducting research on demographic, socio-economic, political, cultural, geographical or land-use trends.

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in one of the specified educational fields for one year of the required experience.*

2. Candidates may substitute the possession of an additional Master’s degree from an accredited college or university in one of the specified educational fields for one additional year of the required experience.*

3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in one of the specified educational fields for two years of the required experience.*

*Three years are the maximum number of years that may be substituted by education for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Urban Planning, Architect, Geospatial Intelligence Analyst or Cryptologic classifications; or Logistics, Urban Planning or Architect specialty codes in the Architect field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Five years’ experience in one or more of the following:

Experience supporting Maryland’s Chesapeake Bay restoration effort, including state government
experience.

Experience supporting Maryland’s climate change and resiliency effort, including state government
experience.

Experience supporting Maryland’s land preservation effort, including state government experience.

Experience working with state and/or local government agencies on environmental regulations or
programs;

Experience conducting meetings with various individuals and agencies, with strong client relations skills.'
