Main Purpose of Job

This position is responsible for managing a uniform invoice verification process to provide financial oversight for all grants and contracts for the Division of Early Childhood Development as well as providing technical assistance for monitoring the financial and logistical aspect of financial procedures impacting grants for the division as a whole.

POSITION DUTIES


  • Manage a uniformed invoice verification process to be used as a tracking mechanism for state and federal dollars awarded as grants issued from the Division of Early Childhood Development that will maintain and monitor timely processing of invoices, including periodic tracking of balances on documents.
  • Independently provides timely, accurate and substantive assistance to DECD in terms of providing logistical support
  • Develops and implements office procedures and processes for overall effective operations
  • Acts as an intermediary between division and procurement for all solicitation for services as well as maintains accurate financial records for headquarters, aid accounts schedules, and all federal accounts
  • Provides direct, specialized technical assistance to local school systems, head start agencies and the child care community financial officers and/or agency heads as well as members of the division regarding implementing grant activities and invoicing and provide trainings on proper procurement issues in regards to grants and contracts.
  • Interprets and explains federal and State rules, regulations, and procedures governing all state and federally funded grants and contracts regarding financial implementation and disbursement of funds.

MINIMUM QUALIFICATIONS


Experience: Four years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.

Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience. 2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
