Main Purpose of Job

This position is a part of the Child Protective Services (CPS) unit and is responsible for leading and supporting efforts to reduce child maltreatment and fatalities. The incumbent is responsible for the development and oversight of Child Maltreatment policy and practice implementation. This may include safe sleep practices, substance use, reduction of child fatalities, family engagement, and mandated reporting. 

POSITION DUTIES

Project Lead: major focus on Child Fatalities, Serious Physical Injuries and Critical Incidents:
  • Monitors 24 local departments of social services for compliance with federal and state regulations; monitors complex projects of a statewide scope to determine progress and effectiveness; and reviews and analyses narrative and statistical reports to monitor program effectiveness and to meet federal outcome measures at the state and local levels. 
Policy and Written Regulation, Policy, Memorandums, and other communications: 
  • Prepares policy directives, and practice guidance, outlining program policies and procedures. Includes collaboration with local department staff and stakeholders. 
Technical Assistance (TA): 
  • Provides assistance to concerned citizens of Maryland by responding to concerns regarding the delivery of child welfare services.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education:   A Master's degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience: Six years of professional experience in a social work capacity in a public or private agency or institution, three years must have been in administrative, supervisory or consultative capacity.

Notes:

1. These requirements are established by the Social Services Administration by authority provided in Human Services Article 4-204 of the Annotated Code of Maryland and the Maryland Department of Budget and Management, Office of Personnel Services and Benefits, does not have authority to accept substitutions or equivalents.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Two years experience working in Child Protective Services.

One year of experience using office software applications such as Google Workspace (Drive, Email, Docs, Sheets), Microsoft Office Suite (Word, Excel, PowerPoint), and Smartsheet.

One year of experience interpreting and applying Human Services-related laws, regulations, policies, and procedures within a public or private human services system.

One year of experience monitoring, reporting, and meeting federal or state statutory requirements in a child welfare program or in a federal or state compliance program for a public or private organization.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must be licensed by the Maryland Board of Social Work Examiners.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.

Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date). 

Annual Leave – ten (10) days of accumulated annual leave per year.

Sick Leave – fifteen (15) days of accumulated sick leave per year.

Parental Leave – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

Holidays – State employees also celebrate at least twelve (12) holiday per year.

Pension – State employees earn credits towards a retirement pension.

Positions may be eligible for telework.
