POSITION DUTIES

This is a peer to peer support position. The candidate should be in recovery from alcohol and/or drugs for a minimum of 2 years.

The Peer Recovery Specialist will perform entry level or full performance level Peer Recovery Services to:
  • Provide peer recovery support services to clients diagnosed with or identifying as having substance use disorders, mental health disorders, and /or co-occurring disorders.
  • Advocate for clients by speaking on personal experiences regarding substance use, mental health disorders or co-occurring experiences.
  • Meet with clinical staff and other treatment team members to support clients by providing input into developing a recovery plan and determining the steps to reduce barriers to recovery and their recovery goals.
  • Discuss the recovery plan with clients in recovery and their families.
  • Determine recovery support needs and refer individuals and families to the appropriate community resources.
  • Complete and submit the required forms, reports and, and data entry required by the Health Department and partner agencies, and the Behavioral Health Administration.

OPTION 1: School Based Peer Support

This position is for the purpose of guiding, supporting, and assisting individuals and families on the recovery continuum. This position facilitate the planning and implementation of recovery support activities at the Howard County Health Department, with the primary function of providing recovery support services within Howard County Public School System (HCPSS). This position also may also support the provision of recovery support services at the Howard County Wellness and Recovery Center (On Our Own, Howard County), and at other locations such as the Syringe Services Program (SSP), and the Howard County Detention Center, as needed. Key tasks this positions include determining recovery support needs and referring individuals and families to the appropriate community resources, beyond the scope of services.

Provide peer recovery support services to clients (adults and youth) with substance use disorders, mental health disorders, and/or co-occurring disorders to begin and maintain a path to recovery. Recovery support activities will be at the Howard County Health Department, the Howard County General Hospital and Howard County Public School System as well as other potential settings such as the Howard County Detention Center, Howard County Wellness and Recovery Center/O.O.O., and other outreach locations.

Learns to act as a liaison between individuals and families and appropriate community resources within the County.

Learns to complete and submit required forms, reports, and data entry required by the agency/Behavioral Health Administration to document individual accomplishments, growth and recovery progress.


OPTION 2: Harm Reduction Street Outreach

The Harm Reduction Outreach Specialist is a person with lived experience in substance use, mental health/co-occurring disorders, or being unhoused who is committed to identifying, supporting, and assisting unsheltered individuals through targeted harm reduction initiatives within Howard County. This position plays a pivotal role in bridging the gap between unsheltered constituents and the array of services available within the Health Department, ensuring safety and well-being and progressive integration of these individuals into supportive services. This position works with both unsheltered individuals who use drugs, and those who do not and need assistance with other services. This position primarily makes contact with unsheltered individuals and families on the street, acts as a third-party verifier of homelessness, conducts a vulnerability assessment, provides essential resources to ensure their safety, and makes connections to Housing Case Management, and referrals to other services. 

The nature of the job may require the Harm Reduction Outreach Specialist to work non-traditional hours, including evenings and weekends, to maximize outreach and engagement opportunities. The work environment varies, encompassing both office-based settings and on-the-ground fieldwork. This includes, but is not limited to, street canvassing, community-based programs, local health departments, shelters, and other relevant locations where unsheltered individuals might be found or served.

  • Identifies and engages unsheltered individuals through targeted street canvassing, outreach initiatives, and partnership with local community organizations to ensure full coverage of Howard County.
  • Serves as a primary point of contact within the coordinated entry system, functioning as a 
  • 3rd party verifier of homelessness status to streamline access to vital resources for unsheltered individuals.
  • Undergoes thorough assessments of vulnerability and safety for individuals identified as unsheltered, integrating findings with priority criteria to facilitate provision of essential services.
  • Delivers a range of harm reduction services tailored to the needs of the unsheltered.
  • Facilitates seamless referrals to other relevant Health Department resources and programs, ensuring individuals are connected to the most appropriate level of care or service
  • Engages in regular collaborations with the Housing Case Manager to align harm reduction efforts with housing-first strategies for continuity of care and a holistic approach to client support.
  • Participates in Coordinated Entry Prioritization meetings to assist with identifying unsheltered individuals and families with greatest need
  • Serve as a key member of the planning and implement of the annual homelessness Point In Time Count.
  • Uses Howard County’s designated Homeless Management Information System (HMIS) to document interactions, services provided, and progress of unsheltered individuals in a timely manner to ensure accurate reporting and data collection.
  • Remains updates on the latest best practices in harm reduction and street outreach, attending relevant training to enhance service delivery.
  • Performs other related duties as assigned to ensure the mission of harm reduction and support for Howard County's unsheltered population is continually upheld.

MINIMUM QUALIFICATIONS

Peer Recovery Specialist I:
Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:  None.

Peer Recovery Specialist II:
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six months of experience providing peer recovery support services.

Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Peer Specialist classifications or Peer Specialist and specialty codes in the health-related field of work for the required experience.

Peer Recovery Specialist III:
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience providing peer recovery support services.

Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Peer Specialist classifications or Peer Specialist and specialty codes in the health-related field of work for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desired qualifications:
- Bilingual in Spanish
- Experience/Knowledge of Harm Reduction Principals and Practice or experience working on Harm Reduction initiatives 
- Experience linking and referring individuals to behavioral health resources in Howard County
- Experience working with Spreadsheets, Data Tracking and Reporting
- Experience communicating with the public at resource fairs, presentations, forums, etc.
- Experience working in homeless outreach services
- Experience working with Adolescents 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Peer Recovery Specialist I:

1. Candidates for positions in this classification must possess a current certification as a Peer Recovery Specialist within 24 months from date of hire from the Maryland Addictions Professional Certification Board (MAPCB) located at 10807 Falls Rd., #1376, Brooklandville, MD 21022.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Peer Recovery Specialist II & III:

1. Candidates for positions in this classification must possess a current certification as a Peer Recovery Specialist within 12 months from date of hire from the Maryland Addictions Professional Certification Board (MAPCB) located at 10807 Falls Rd., #1376, Brooklandville, MD 21022.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Peer Recovery Specialist I, II & III:

1. Employees in this classification who fail to obtain the required certification by the end of 24 months of continuous employment with the hiring department shall be subject to disciplinary action including demotion, suspension and dismissal.

2. Applicants for this classification must be in a state of recovery for 2 years from a substance use, mental health or co-occurring disorder before they can be qualified to be hired as a Peer Recovery Specialist, Certified.

3. Employees in this classification must complete any additional training that is deemed necessary and appropriate to maintain the required certification.

4. Employees in this classification are subject to substance abuse testing, in accordance with Code of Maryland Regulation 17.04.09, Testing for Illegal Use of Drugs.
