Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s $46 billion insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.  


The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

POSITION DUTIES

The Director of Behavioral Health and Advocacy will manage the Maryland Insurance Administration’s consumer outreach and advocacy for behavioral health. The Director’s duties will include the development and implementation of a program to connect consumers to behavioral health care resources and to assist consumers to navigate health plan coverage for behavioral health care treatment.  The program will include one-on-one assistance to consumers and will track consumer outcomes and issues.

 

The Director will:

· Develop and maintain partnerships with government agencies, nonprofit and for-profit community organizations, health care related groups and organizations, advocacy groups and organizations that assist individuals with behavioral health issues;

· Develop and maintain data on consumer assistance outreach and outcomes;

· Assist with the development of brochures, advisories; social media content, presentations, and videos that educate consumers about obtaining access to behavioral health resources and treatment and health plan coverage for that treatment;

· Develop and implement a community outreach plan for individuals, health care providers, navigators, community organizations to promote consumer awareness of the program, behavioral health resources and assistance with obtaining coverage for care.  

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university.

Experience:  Three years of experience in community outreach, education, or advocacy related to health care or health care insurance.  One year of the required experience must have been in a lead or supervisory capacity. 

DESIRED OR PREFERRED QUALIFICATIONS

· Knowledge of Maryland health insurance laws and regulations and federal regulations.

· Experience in mental health and substance use disorder care delivery

· Prior supervisory experience

· Strong written and oral communication and customer service skills
