Main Purpose of Job

This position functions as the Health Care Facilities Coordinator and Special Assistant to the Center Director for Healthcare Facilities Planning and Development of the Maryland Health Care Commission.  Responsibilities include:  the independent management of the administrative operations of the Commission’s Certificate of Need (CON) Program, which is part of the Commission’s Center for Health Care Facilities, Planning and Development. The Health Care Facilities Coordinator plays a key project management function in the Center. The successful candidate develops and maintains systems (written in Smart Sheets) that manage the intake, documentation, and appropriate distribution of all material from the health care industry requiring CON program or related action; manages the flow of information from CON program staff to the health care industry and other interested and affected persons; establishes and maintains the official record of all matters acted on by the CON program, assists in the coordination and scheduling of meetings, conferences, and site visits. Special Assistant responsibilities include coordination of the Center Director’s schedule; coordination of project management and assignments to staff with deadlines; preparation of written correspondence; provide guidance to other administrative staff on procedures and policies; and the review of material for the Center Director’s approval before submission to the Commissioners. The Special Assistant supports the Center Director on CON matters; and coordinates the preparation of CON decision material for action by the Commission.  Because of the independent nature of the work performed by the Commission on health regulatory issues, requests for information from applicants and stakeholders are frequent.  The successful applicant ensures that all requests of this nature are disseminated and completed in a timely fashion, working as a liaison on CON matters between the Commission and customers.  This position may require completion of various special projects that are assigned by the Center Director.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor’s degree from an accredited college or university and five (5) years of managerial level administrative experience.  Additional administrative experience may be substituted for the required education.  

Candidate should be self-motivated, able to work independently, able to manage multiple ongoing tasks, maintain confidentiality in dealing with sensitive and controversial issues. The successful applicant will maintain the CON project review monitoring application (developed in Smart Sheets). The successful applicant will have experience communicating effectively with staff, Commissioners and industry representatives on health planning and CON issues. The position requires proficiency in Microsoft Office software programs (Excel, Word, PowerPoint, etc.) and familiarity with the Google technology software. Experience with Smart Sheets and demonstrated experience in project management disciplines is a plus.
