Main Purpose of Job

The Maryland Health Services Cost Review Commission (HSCRC) seeks a Senior Analyst to provide analytic support for the Center for Medical Economics & Data Analytics (MEDA). MEDA is the center that focuses on Care Transformation and Analytics within the HSCRC with a specific focus on supporting the activities of the other centers with data analytics. This position requires a strong analytics background, advanced Excel skills, and an understanding of statistics and/or financial concepts.

The HSCRC is the State agency responsible for regulating the quality and cost of hospital services in order to ensure all Marylanders have access to high quality healthcare services. The HSCRC also leads the State's innovative efforts to transform the delivery system under the TCOC Model. Under this Model, the HSCRC aims to enhance the quality of healthcare and patient experience, improve population health and health outcomes, and ultimately reduce the total cost of care for Marylanders. 

This position will: 
  • Design, update, and maintain routine and ad hoc analytical reports. Evaluate and summarize findings and provide recommendations 
  • Provide analytic and modeling support for key HSCRC programs including hospital rate setting, hospital financial performance review, and various value-based programs
  • Assist with the preparation and delivery of reports related to hospital financial performance, Commission policy, and the TCOC Model 

This is currently a hybrid position where work is performed both remotely and in person. On in person days, candidate will work out of the HSCRC offices at 4160 Patterson Avenue in Baltimore City.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor's degree in Finance, Accounting, Public Health, Public Policy, Information Technology, Mathematics, or a related field and five years professional work experience in a healthcare related field. 

Master’s degree or CPA may be substituted for 2 years of experience.

DESIRED OR PREFERRED QUALIFICATIONS

The Commission is searching for a candidate with a background in healthcare finance, and/or healthcare-related, quantitative analysis to assist with these crucial projects. A successful candidate must possess strong Excel skills and a familiarity with different financial concepts and analyses. Experience using other analytic software, like Tableau or SAS, and an understanding of healthcare claims are desirable but not required. Candidate must demonstrate the ability to effectively communicate and interact with staff, hospitals officials, consultants, and other health care officials.
