Main Purpose of Job

The Maryland Health Services Cost Review Commission (HSCRC) seeks a Senior Analyst to provide analytic support for the Center for Medical Economics & Data Analytics (MEDA). MEDA is the center that focuses on Care Transformation and Analytics within the HSCRC with a specific focus on designing health care delivery and payment reform initiatives; leading work on care transformation efforts; and supporting the activities of the other centers with data analytics. This position will assist in the implementation, operation, and evaluation of programs and initiatives that advance the population health and care transformation goals of the Total Cost of Care (TCOC) Model. The Senior Analyst will be an individual with a strong quantitative, healthcare analytics background and a solid grounding in accounting and financial concepts.

The HSCRC is the State agency responsible for regulating the quality and cost of hospital services in order to ensure all Marylanders have access to high quality healthcare services. The Commission is an independent agency of the Maryland government and is unique in the U.S. because it sets hospital rates for self-pay and commercial patients as well as for Medicaid and Medicare patients as a result of its waiver from Medicare’s Prospective Payment System. The HSCRC also leads the State's innovative efforts to transform the delivery system under the TCOC Model. Under this Model, the HSCRC aims to enhance the quality of healthcare and patient experience, improve population health and health outcomes, and ultimately reduce the total cost of care for Marylanders. The TCOC Model is a leading-edge tool for potential future changes to health care delivery and health payment policies nationally. The TCOC Model in conjunction with its rate setting authority means the HSCRC is able to develop and implement cutting edge policies that have been emulated in other parts of the country.

Responsibilities for this position will include, but are not limited to: 

• Analytic support for key HSCRC programs including hospital rate setting and hospital financial performance review
• Analytic support for the HSCRC’s value-based programs
• Preparation and delivery of reports related to hospital financial performance, Commission policy, and the TCOC Model

MINIMUM QUALIFICATIONS

A Bachelor's degree in Finance, Public Policy, Public Health, Healthcare Administration, Information Technology, Mathematics, or a related field and five years professional work experience in a healthcare related field. Master’s degree or CPA may be substituted for 2 years of experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate should have a diverse policy and technical background in public health, healthcare finance, and/or quantitative analysis to assist with these crucial projects. The preferred candidate should also have Excel skills and familiarity with different financial concepts and analyses, and experience using other analytic software, like Tableau or SAS, and an understanding of healthcare claims. Lastly, the preferred candidate should be able to effectively communicate and interact with staff, hospital officials, consultants, and other health care officials.
