Main Purpose of Job

This position with the Maryland Health Services Cost Review Commission seeks a senior level Principal Deputy Director to lead activities related to the collection, production and distribution of HSCRC’s various datasets, procuring external data, enriching/analyzing data in support of HSCRC evaluations and audits of hospitals, and assuring the security and privacy of all sensitive and confidential data. This position will also supervise and direct audit and compliance activities of the Commission.

This position will primarily be responsible for:
Leading activities related to health data management and compliance; overseeing the development and implementation of programs for the periodic auditing of the records and financial operations of all hospitals under the jurisdiction of the Commission; developing, implementing, and maintaining HSCRC’s strategic and comprehensive data governance program; and Providing Subject Matter Expertise related to data privacy and compliance with state and federal laws and regulations.

MINIMUM QUALIFICATIONS

This position requires a Master’s degree in Health Care Policy, Public Policy, Economics, Health Services Administration or Research, Finance, or a closely related field with ten years of experience involving data management and compliance.  A Ph.D. can substitute for 2 years of experience.   

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have strong leadership, analytical and quantitative capabilities to actively oversee and direct the functions of the Commission, as well as the ability to effectively communicate and interact with Commissioners, industry representatives, policy makers, and the public. The desired candidate also requires a working knowledge of hospital financial and clinical data systems and current data security and privacy best practices.
