Introduction

The Chief Data Officer (CDO) is appointed by, and serves at the pleasure of, the Governor.

The successful candidate will possess the core competencies, skills, and passion to effectively advise the Governor and executive branch agencies on data governance and the implementation of evidence-based decision making statewide.

POSITION DUTIES

General Purpose: The CDO is responsible for leading and managing an effective and efficient data governance program in support of the Governor’s strategic goals. This candidate is also responsible for advising leadership across the State of Maryland around evidence-based policy implementation to best serve Maryland’s residents.

Responsibilities:
  • Lead efforts to connect research to policy for the State of Maryland – including the interpretation of evidence, implementation of external evaluations, etc. 
  • Champion the use of technology in the data environment and provide a vision for the development of a robust and scalable data strategy. 
  • Supervise and direct the use and management of data by units of State government under the supervision and direction of the Governor. 
  • Create and monitor progress on a strategic plan for State data. 
  • Track progress in implementing secure and efficient data use and management by the State. 
  • Assess the data needed by State units to inform policy decisions. 
  • Support agency-based evaluation activities and serve as a champion to agency staff around what evaluations are, the value of conducting them, the differing types of and varying qualities of evaluations or analyses, etc. 
  • Coordinate the design and implementation of evaluations – both within and across agencies – in partnership with agency leadership. 
  • Spearhead collaboration between the administration and the state’s world-class research institutions and academic researchers. 
  • Design and implement work plans to scale evidence-based interventions across the state. 
  • Support departments on delivering resident-level outcomes and impact. 
  • Promote the uptake of data- and evidence-based interventions and lead the use of data and evidence to drive decision making across government. 
  • Create and implement a statewide evaluation policy.

MINIMUM QUALIFICATIONS

The successful candidate will have demonstrated many or preferably all of the following:
  • Comprehensive understanding of evidence-based policymaking – such as program evaluation, data collection and analysis, and evidence-based interventions. 
  • Experience as both a producer and consumer of high quality social science research. 
  • Overall knowledge and understanding of performance management and service delivery concepts. 
  • A collaborative leadership style that engages others, earns trust, and influences the entire organization. The successful candidate will feel comfortable with, and energized by, the prospect of communicating and gaining acceptance for their ideas and programs across a complex and diverse governance organization. 
  • A track record of demonstrating and successfully applying the following characteristics:
    • Excellent ability to simplify information and concepts, to formulate options and recommendations, and to communicate with all levels of management and workforce to achieve objectives. 
    • Steady and resolute manner that inspires confidence and trust.
