Introduction

Maryland Public Television, commonly known as MPT, is a public television network that broadcasts throughout the entire state of Maryland and the District of Columbia and into parts of Delaware, Pennsylvania, Virginia, and West Virginia. MPT is Maryland's only statewide broadcaster. Headquartered in Owings Mills, MPT is a member of the Public Broadcasting Service (PBS) and is a producer of both locally and nationally distributed TV programs and digital content.

Main Purpose of Job

Procure equipment, services, supplies, information technology and other needs which must be obtained through the competitive procurement process, negotiated procurement process and other procurement methods. Provide guidance and support to all grant funded procurement requirements and timelines. Provides a high level of management procurement technical interpretation, instruction, guidance and assistance in accordance with State laws and regulations.

This is a Management Service position and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

  • Plan, direct and administer procurement operations. 
  • Work with department heads to determine procurement needs and determine best procurement method within State laws and regulations. · Manage and approve procurement requests from multiple departments. 
  • Develop contract specifications, including performance and acceptance standards, contract management elements, contract modification, contract renewals, and advertisement requirements in accordance with State procurement procedures and laws.
  • Determine basis for awards and evaluation criteria.
  • Conduct pre-bid/pre-proposal conferences, site inspections, explain procurement requirements and schedules, conduct offerors' discussions and contract negotiations. 
  • Examine bid proposal to determine issues of responsiveness and responsibility. 
  • Conduct bid openings for competitive procurements to determine whether offerors are qualified to be selected for award and may recommend proposals for awards. 
  • Conduct debriefings if required.
  • Researches materials and provides testimony regarding Board of Public Works items and prepare documents for BPW contract approval.
  • Maintains a consistent, high quality, customer-focused orientation when conducting business and providing services or products to clients, staff, and other external customers.       
  • Evaluate contractor's performance against terms and conditions of contracts and recommends corrective actions.
  • Review and Approval of department generated purchase order for compliance with policies and procedures.
  • Review for approval Change Order Requests. 
  • Print, distribute and file approved Purchase Orders and Change Orders.

MINIMUM QUALIFICATIONS

Education: Bachelor's Degree in Business, Public Administration, Finance or related field.
Experience: Five (5) years of experience in government procurement or contract management including three years of experience at the management level of contract management and negotiation.

Notes: Experience as defined above may be substituted on a year for year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Any of the following certifications are highly desirable: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers). 
  • Knowledge of COMAR 21 and other Maryland State procurement laws, regulations, policies and procedures.
  • Experience with Maryland procurement systems eMaryland Marketplace Advantage (eMMA) and Advance Purchase Inventory Control System (ADPICS).
