Introduction
Maryland Public
Television, commonly known as MPT, is a public television network that
broadcasts throughout the entire state of Maryland and the District of Columbia
and into parts of Delaware, Pennsylvania, Virginia, and West Virginia. MPT is
Maryland's only statewide broadcaster. Headquartered in Owings
Mills, MPT is a member of the Public Broadcasting Service (PBS) and
is a producer of both locally and nationally distributed TV programs and
digital content.

Main Purpose of Job
Maryland Public
Television’s Vice President of Human Resources oversees human capital
management and reports directly to the agency’s President & Chief Executive
Officer. As a member of the Maryland
Public Television Senior Management Team, the Vice President of Human Resources
works collaboratively to develop new and innovative methods, practices and
methodologies to improve personnel operations; recommends changes to existing
rules having an impact on personnel; monitors applicable legislation, informs
agency staff of new regulations and laws affecting the organization. Works collaboratively with the Department of
Budget and Management to ensure appropriate and consistent interpretation of
and compliance with HR laws, regulations, and standards within the State
Personnel Management System (SPMS).
The Vice President
of Human Resources works diligently to advance strategies for institutional
equity, diversity, and inclusion and promotes sustainable organizational change
and accountability. The position provides direction, builds capacity, develops
partnerships and collaborates to facilitate shared responsibility for creating
an equitable, diverse, and inclusive work environment which fosters excellence
and equity across all dimensions of the organization.
The Vice
President of Human Resources oversees Fair Practices, Recruitment and Talent
Acquisitions, Classification and Compensation, Employee/Employer Relations,
Training and Staff Development, Investigations, Health Benefits, Employee Recognition,
Retirement, Risk Management, Ethics, Employee Evaluation and Performance, and Succession
Planning. The incumbent maintains an
awareness of the current public personnel administration theories and practices.
The position conducts research and participates in professional development
activities. Analyzes and evaluates
personnel actions based on established guidelines, procedures and precedents.
POSITION DUTIES
Provide expert assistance and
consultation by anticipating implications of actions and alternative solutions,
surveying alternatives, and determining most efficacious course of action to
address the issue or problem.
Collaborate with managers to
maintain and evaluate adequate staffing and proper classification of employees.
Oversee the full range of human
resource strategies, tools, and programs, including the use of new
flexibilities as provided by laws and regulations.
Provide direct supervision to
professional and para-professional human resource personnel.
Collaborate with executive
leadership to identify long and short-term program needs based upon the
organization’s mission and strategic objectives.
Formulate and evaluate policies
and procedures for recruitment and retention, orientation, classification,
benefits and employee relations.
Evaluate benefit policies for
the MPT Foundation, Inc. to ensure compliance with legal requirements and
establish competitive programs.
Conduct salary surveys and
evaluate salary structure and performance plans annually.
Present recommendations to the
Maryland Public Broadcasting Commission for review and approval, before
submitting to the Department of Budget and Management.
Serve as the EEO officer and
prepare reports for submission to the Department of Budget and Management.
Review human resource practices
and ensure public broadcasting activities and reports are aligned with
applicable laws and regulations, including the Federal Communications
Commission (FCC).
Ensure the agency accurately
classifies work performed by contractual employees and independent contractors.
Conduct analyses to determine
the fiscal and operational impact of personnel actions and decisions.
Provide Human Resource
representation for management committees, interview panels, and various
leadership forums.
Participate on the Commission
Budget and Compensation board.
Monitor
recruitment policies and procedures.
Interpret and provide guidance
on provisions of COMAR, State Personnel and Pensions (SPP) and agency policy.
Maintain knowledge of federal,
and state laws that affect the workplace to ensure agency compliance.
Apply analytical skills to
complete analyses related to compensation, program assessment and HR metrics to
remain competitive in the marketplace.
MINIMUM QUALIFICATIONS
Education: Bachelor's degree from an accredited college or university.
Experience: Ten (10) years of Human Resource experience managing and
directing the activities of professional and/ or managerial level employees.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
SHRM designation or other relevant certification is preferred.
3 years of experience providing guidance on State of Maryland policy and working with HRIS systems.
Experience advising executive staff on personal matters, such as investigations, discipline, performance evaluation, and applicable statutes.
Experience leading process, program, or policy design and implementation.
Experience with employee relations, training and development, strategic planning, and total rewards.
Experience working with the
television industry and applicable regulatory agencies.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.
2. Employees in this
classification may be assigned duties which require the operation of a
motor vehicle. Employees assigned such duties will be required to possess
a motor vehicle operator’s license valid in the State of Maryland.
