The Governor's Office of Crime Prevention, Youth and Victims Services acts as a coordinating office that advises the Governor on criminal justice strategies. This agency plans, promotes, and funds efforts with government entities, private organizations, and the community to advance public policy, enhance public safety, reduce crime and juvenile delinquency, and serve victims.

We provide access to federal and state grant funds and can provide assistance to your town, city, county, agency as it attempts to maneuver through the red tape to tap these resources.

This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

Assists with budget development/analysis, management reporting and other fiscal activities. Manage fund reconciliations, resolve discrepancies in support of HQ and program activities. In addition, this position will also support other accounting and grant activities conducted and carried out by this agency in order to support the overall agency mission.


Performs all budget unit functions (from Formulation through Execution), coordinate periodic activities including fund reconciliations, cash management (accounts receivable/drawdowns), analysis/forecasts, etc.

Develop, implement and manage new and revised fiscal policies, procedures and standards to ensure compliance; evaluates the internal controls to ensure the accuracy and reliability of fiscal records and to protect fiscal resources from fraud and waste.

Supply financial information to internal and external stakeholders, meets with staff to discuss agency budget and financial plans; address/ resolve fiscal issues.

Assess the sufficiency of fund allocations and balances supporting ad hoc inquiries, financial, statistical and narrative reports of fiscal activities and projects.


Education: A Bachelor's degree in Accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Three years of experience examining, analyzing, and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes: (Substitutions)

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974, will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.


Our Preferred Candidate Will Have One or More of the Following:

Experience working with FMIS, the State's Financial Management Information System.  

Budget analysis and reporting experience.

Experience with fiscal year close out.

Proficient experience utilizing Excel.
