Introduction
MDEM is looking for a diligent, detail-oriented individual who is excited
about making Maryland a safer place to live and work by supporting MDEM's Response Coordination Branch.
NOTE: This position operates within an on-call rotating schedule
according to assignment within the State Emergency Operations Center (SEOC) to
attend to all emergencies on a statewide 24/7 basis. This may involve working
12 hour shifts extended periods of time in support of 24 hour consequence
management activities.

manage consequences through collaborative work with Maryland’s communities and
partners. MDEM is the department of State government with primary
responsibility and authority for emergency preparedness policy, and for
coordinating hazard mitigation, incident response, and disaster recovery. MDEM
is a national leader in Emergency Management that provides Maryland residents,
organizations, and emergency management partners with expert information,
programmatic activities, and leadership in the delivery of financial,
technical, and physical resources "to shape a resilient Maryland where
communities thrive." We do this by being Maryland's designated source
of official risk reduction and consequence management information.

LOCATION OF POSITION
Main Purpose of Job
The Maryland Department of Emergency Management (MDEM) is the
department of State government with primary responsibility and authority for
emergency preparedness policy, coordinating hazard mitigation, incident
response, and disaster recovery. MDEM works to ensure that all Marylanders are
prepared and to make Maryland more resilient. Emergency preparedness planning
is a critical part of MDEM’s mission and the successful execution of the
Department’s Center for Preparedness Excellence. This position reports to the Response
Coordination Branch Manager and operates within an on-call, rotating schedule according
to assignment within the State Emergency Operations Center (SEOC) to attend to all
emergencies on a statewide 24/7 basis.
The position is responsible for:

Providing support for the administration and
maintenance of WebEOC, including, but not limited to board building, database
administration and management, testing and deployment of software version
upgrades, failover support, and system integration, and training of users in
software use and function.

Providing assistance with geographic information
systems (GIS), including management of spatial databases, development of
map-enabled computer applications, geographic systems integration, OSPREY
application support and administration, GIS training, GIS layer development and
maintenance, or other GIS- related functions.

Providing surge staff to MDEM and the State
Emergency Operations Center (SEOC) in both steady state and emergency
situations.
POSITION DUTIES
The employee is expected to staff the State Emergency
Operations Center (SEOC) upon activation for consequence management activities.
T employee may be called to duty at any time, day or night, and is expected to
report to the SEOC or assigned duty location within 2 hours of notification.
Employee will attend training and retain competencies to be appropriately
prepared for SEOC staffing needs including understanding and mastery of all
five components of the National Incident Management System (NIMS) and the
Maryland Emergency Management System (MEMS). Employee will support SEOC activities,
which may involve extended work hours, as well as extraordinary stress levels,
given that a disaster event would occur requiring SEOC activation. Employee
will be expected to perform command and supervisory functions for incident
management needs with competence and reliability under NIMS and MEMS. Employee
is expected to support ongoing recovery operations as it relates to their specific
Branch roles/responsibilities. Employee may be required to report to an
alternate location to perform SEOC duties in support of MEMS stakeholders or in
the event of a Continuity of Operations Program (COOP) Plan activation.
Provide management of database systems, including actively
maintaining MDEM database systems for optimal performance, high availability, disaster
recovery, and production of documentation during both steady state operations
and activations.
Provide support for the administration of WebEOC, to include
developing boards and workflow processes to capture, manage, and display data.
This includes database administration and management, WebEOC training development
and delivery, testing and deployment of software version upgrades, failover
support, and system integration.
Provide surge staff to MDEM and the State Emergency
Operations Center in both steady state and emergencies.
Support the Response Coordination Duty Officer program as an
on-call State Duty Officer. State Duty Officer serves as the steady state point
of contact for the Maryland Joint Operations Center (MJOC) and liaison to senior
leadership to determine operational posture, State Emergency Operations Center
(SEOC) activation level, and serves as the Advanced Team Lead in the event of a
cascading incident/event.
Support the Department’s statewide activities, including
identifying the need for WebEOC the State and local levels, coordinating with
State and local emergency managers and partners, and interacting with the
federal agencies responsible for mapping support and WebEOC or other situational
awareness and resource support platforms, as appropriate.
Support the Department’s activities in the national Capital
Region, including supporting the mapping/GIS needs of the MDEM NCR Regional
Planners.
Support Maryland’s strategic goals and objective for homeland
security.
Support and participate in Consequence Management Directorate
and overall Department initiatives and programs, as assigned by the Response Coordination
Branch Manager, Consequence Management Director, Deputy Secretary, and/or
Department Secretary. Support additional MDEM directorates as needed.
MINIMUM QUALIFICATIONS
Experience: Seven
years of experience designing, developing, testing, implementing, and
maintaining application, communication, database or operating systems software.
Notes:
1. Candidates may substitute graduation from an accredited
high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college
or university in Computer Science, Computer Technology, Management Information
Systems or other information technology-related field to include coursework in
application, communication, database or operating systems software technology
for four years of the required experience.
2. Candidates may substitute graduation from an accredited
high school or possession of a high school equivalency certificate and one year of experience designing, developing,
testing, implementing and maintaining application, communication, database or
operating systems software for four years of the required experience.
3. Candidates
may substitute experience operating computer systems; or scheduling,
controlling input and output to process data on computer systems; or
evaluating, implementing and maintaining computer hardware and software; or
converting data from project specifications by developing program code using
generally accepted computer programming languages on a year-for-year
basis for a high school education.
4. Candidates may substitute the possession of a Bachelor's
degree from an accredited college or university in Computer Science, Computer
Information Technology, Management Information Systems or other information
technology-related field to include coursework in application, communication,
database or operating systems software technology and three years of experience designing,
developing, testing, implementing and maintaining application, communication,
database or operating systems software for the required experience.

Candidates may substitute U.S. Armed Forces military service experience as a
commissioned officer in the Computer Systems Operations classifications or
Computer Systems Operations specialty codes in the Information Technology field
of work on a year-for-year basis for the required experience.
SELECTIVE QUALIFICATIONS
- Two (2) years experience in the development, deployment, evaluation, and training delivery of incident management software.
- Two (2) years experience in NIMS/ICS related public safety/emergency management duties.
DESIRED OR PREFERRED QUALIFICATIONS

One (1) year experience in coding and web development.
