The Maryland Longitudinal Data System (MLDS) Center develops and maintains a data system that contains student data from all levels of education and workforce data in order to provide analyses, produce relevant information, and inform choices to improve student and workforce outcomes, while ensuring the highest standards of system security and data privacy.

Salary Range: $57,095 – $91,742 
*State Salary Guidelines apply for current State employees.

Main Purpose of Job

The MLDS Center provide timely and policy relevant dashboards and reports that are relied upon by key decision makers and practitioners to improve education and student outcomes.  This position works directly with the MLDS Center Director of Reporting to fulfill all of the MLDS Center’s analysis and reporting needs.

POSITION DUTIES

  • Designs and implements Center output to fulfill agency data reporting requirements, including customized data Reports; information Dashboards; and Data Requests.
  • Works with Reporting Director to assess needs for statistical data to establish systems for data collection and analysis. 
  • Reviews Center output to ensure compliance with privacy and suppression requirements.
  • Provides consultation and subject matter expertise on MLDS data usage.
  • Represents MLDS Center by attending meetings, hearings and conferences on behalf of MLDS Center
  • Prepares and presents reports and analyses.

MINIMUM QUALIFICATIONS

EDUCATION: A Master’s degree from an accredited college or university with nine credit hours, or the equivalent, in research methodology, theoretical or applied statistics or measurement theory.

EXPERIENCE: Three years of experience in statistical research after the possession of the Master’s degree.

Notes: 
A Doctorate degree from an accredited college or university including a minimum of fifteen credit hours, or the equivalent, in research methodology, theoretical or applied statistics and measurement theory may be substituted for the stated experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Knowledge and understanding, at the expert level of proficiency, of standard research methodology and principles.
  • Knowledge of techniques of descriptive and inferential statistics.
  • Knowledge of the principles for designing and executing statistical research studies in education, public administration or related fields.
  •  Knowledge of program administration, operation, analysis and evaluation.
  • Knowledge of relevant concepts from social, behavioral research standards.
  • Ability to exercise initiative and independent judgment.
  • Ability to identify key problem areas for investigation.
  • Ability to independently to initiate, plan and direct research projects of considerable scope which are relevant to needs of the field and the particular agency.
  • Ability to organize and present clearly findings and recommendations from such studies. Ability to work cooperatively with agency professionals and representatives of other public and private agencies in assessing data needs and research requirements.
