The Maryland Department of Labor is accepting applications from qualified candidates for the position of Program Manager Senior IV. This position is a statutory position which includes the powers and duties of the Commissioner. 

This is a Management Services position and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The Deputy Commissioner position is a statutory position which includes the powers and duties of the Commissioner: (1) to the extent delegated by the Commissioner, (2) if the Office of the Commissioner is vacant; and (3) if for any reason the Commissioner is unable to perform the duties of the office. The Deputy Commissioner undertakes such activities and duties t assist the Commissioner in overseeing and directing the Office of Financial Regulation, including all staff, as the Commissioner shall direct and delegate. The position functions as an advisor to the Commissioner recommending policy, legislations, and strategic initiatives to enable the Agency to successfully meet its goal and carry out its mission. The Deputy Commissioner is a position the is eligible to work a hybrid remote schedule if approved by the Commissioner and in accordance with the Agency's telework policies.


Duties of this position include, but are not limited to:
  • Oversight the Office's supervision and regulation of all Maryland state-chartered banks, credit unions, and trust companies, as well as direct supervision of the Assistant Commissioner for Depository Supervision and the Assistant Commissioner for Corporate Activities. 
  • Oversight of all the Agency's Administrative and personnel-related activities by directly supervising the Director of Administration.
  • Provides advice and recommendations to the Commissioner on the development of the Agency's regulatory policy and legislative initiatives.


Education: Possession of a bachelor's degree from an accredited four-year college or university in Banking, Economics, Public Administration, Government or a related field.

Experience: 5 years of professional experience in a bank or credit union management with at lease 3 years of the experience in leadership positions with exposure to the areas of loan administration, operational processes, compliance, retail banking and affordable lending, and the supervision of employee and/or overseeing and coordinating operations of a major unit.

Master's Degree

Experience with Maryland's banking environment and laws

Knowledge of federal, state, and municipal financial institutions law and a familiarity with Maryland and federal legislative process
