Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s $46 billion insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.  

 

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

Main Purpose of Job

The Maryland Insurance Administration (MIA) seeks an experienced manager and operations professional for the position of Associate Commissioner for Operations. This key position oversees the operational Units within the MIA: Fiscal Services, Facilities, Human Resources and Management Information Systems (MIS). The position directs and manages the activities of the Directors of each Unit to ensure (i) that the Agency maintains the systems and resources required to perform effectively and seamlessly at all times and (ii) that the responsibilities of each Unit are carried out in a timely, efficient, and accurate manner; in compliance with all applicable laws and orders; and in conformity with the identified priorities of the agency. This position partners with the Commissioner, the Deputy Commissioner, and the Agency’s senior management team to provide operational and administrative support for the Agency’s mission, goals, and objectives. This position reports to the Deputy Commissioner and works closely with the Commissioner.

MINIMUM QUALIFICATIONS

Education:    Possession of a Bachelor’s degree in Public Administration, Business, Management, or Finance.

Experience:  Eight (8) years of related experience to include at least three (3) years of direct supervisory experience.

DESIRED OR PREFERRED QUALIFICATIONS


  • Excellent people skills with experience collaborating in a multi-disciplinary, diverse, and dynamic team.
  • Experience in financial management, accounting, and/or budgeting is preferred.
  • Experience preparing budget testimony for hearings before the General Assembly is desired.
  • Experience in setting priorities, proposing new ways of creating efficiencies, and guiding investment in people and systems is desired.
  • Experience in State budget, administration, facilities management, procurement, and human resources systems is preferred.

SELECTION PROCESS
