Introduction
The Secretary of Labor is seeking a talented and experienced professional to function as the Chief of Staff for the Maryland Department of Labor. This position will determine the issues requiring the attention of the Office of the Secretary, anticipating needs, and setting priorities for the Labor’s actions, strategies, policies and procedures. Is responsible for the central coordination of the Secretary’s office functions, activities, and execution of the day-to-day operations. Other job duties include communicating the Secretary’s programmatic and policy making decisions to the MD Labor Senior Leadership Team and subordinate staff. Identifying issues of primary interest to the Secretary and determining the scope of research and analysis needed and courses of action to drive to completion; responding to programmatic and policy matters involving each program executive or official within MD Labor; and, representing the Secretary at meetings and events, as necessary, and may convene meetings on behalf of the Secretary or Deputy Secretary.

Main Purpose of Job
The main purpose of this position is to facilitate collaboration and communication within the Office of the Secretary (OOS) and between the OOS and other divisions within the agency; direct resources and time; and manage decisions and processes to advance the key goals of the Administration and the Department improvements. Act on behalf of the Secretary and Deputy Secretary to steer key initiatives from conception to completion. Represents the agency in inter-agency and external communications. Drive decision-making processes to ensure rapid response and alignment with agency goals. Manage communication and information flow with other Administration components and other governmental bodies to meet agency objectives and goals.
POSITION DUTIES
Duties of this position include but are not limited to the following:
Lead and manage staff, allocate resources, and direct operations within
the Office of the Secretary to accomplish agency priority goals. Establish and
manage business processes; oversee key correspondence, information flow and
priority scheduling for the Secretary and Deputy Secretary.
Steer key cross-division strategic initiatives from genesis to fruition
by scheduling, planning and leading decision-making meetings and processes and
tracking attainment of key goals; pinpointing and addressing core issues and
stumbling blocks, both internally and externally; teeing up key decisions that
need to be made by the Secretary and Deputy Secretary; ensuring timely decision
making and follow-through and execution once decisions are made.
Serve as key communications and information link with other Cabinet agencies, the Attorney General and Comptroller’s office, the Governor’s office, federal government and other senior political officials. Oversee outreach and communication with key stakeholders and assist the Secretary and Deputy Secretary in maintaining those communications.
Work with Division heads to drive strategic planning and execution of
agency priorities. Identify and propose solutions for issues that need
addressing across the Department.
MINIMUM QUALIFICATIONS
Education: Bachelor’s Degree
Experience: Five Years professional and or administrative experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
Master’s degree in public administration/policy or business administration.
Project Management - Three (3) years.
