This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

POSITION DUTIES

The Labor Relations Manager is responsible for establishing and maintaining positive communication and collaboration with DPSCS Management and the various labor unions who represent employees in the Department. In addition to leading and coordinating meetings and discussions between the union and management, this position will be responsible for drafting and reviewing formal language in Union Memorandums of Understanding (MOU) as part of the collective bargaining process. This position will be key in union negotiations and making recommendations on behalf of the Department.

Union Coordination and Negotiation
  • Negotiates collective bargaining agreements and Memorandums of Understanding (MOUs).
  • Oversees contract administration and interpretation.
  • Provides guidance/coordination of related management activities consistent with the mission and goals of the Department of Public Safety and Correctional Services. 
  • Serves as a key contributor to development and maintenance of comprehensive policies and strategies relating to labor relations. 
Management Liaison 
  • Advises executive team on labor contract interpretation and the resolution of labor contract disputes. 
  • Facilitates on-going communication and working relationships with employee representative organizations including coordination of joint labor-management committees.
  • Makes recommendations to management regarding appropriate positions on contract demands, grievance issues and other labor relations matters affecting the Department. 
  • Informs and provides support to executive level managers/supervisors and employees of their rights and responsibilities under bargaining agreements, applicable laws, and policies.
Monitoring and Reporting
  • Monitors and ensures compliance with union agreements throughout DPSCS. 
  • Conducts research; prepare briefs and other documents as is necessary for arbitration or administrative proceedings. 
  • Develops and coordinates corrective action plans and training as needed.
Grievance Procedures
  • Works in conjunction with the Department’s Employee Relations Unit (ERU) staff on cases involving the interpretation and implementation of the MOUs. 
  • Creates appropriate procedures for addressing employee grievances under the State Personnel and Pensions (SPP) Title 12, Grievance Procedure. 
  • Works with the Department’s Office of Administrative Prosecution staff on matters involving the interpretation and implementation of the Correctional Officer’s Bill of Rights in the Correctional Services Article, Title 10, Subtitle 9, State Correctional Officer’s Bill of Rights (COBR). 
  • Investigates and responds to specific grievance requests, ensuring that meetings are set in a timely manner.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university.

Experience: Eight (8) years of Human Resource management or senior level management experience leading a public sector organization with employees represented by exclusive bargaining representatives. Three (3) years of this experience must include participation in union negotiations.

Notes: Candidates may substitute additional years of Human Resource management or senior level management experience leading a public sector organization with represented employees for the required education on a year-for-year basis.

DESIRED OR PREFERRED QUALIFICATIONS

Senior level management experience within a correctional or law enforcement agency.

Experience responding to issues from the union which may lead to the filing of grievances or unfair labor practice.

Masters in Industrial and Labor Relations or a related filed.
