The Director of Claims and Benefits will build and lead the Claims and Benefits directorate in the newly created FAMLI Division at the Maryland Department of Labor. As the first hire of the directorate, the Director of Claims and Benefits will have the opportunity to build the team responsible for FAMLI’s core functional area, creating a lasting foundation for FAMLI’s future. The Director of Claims and Benefits will be a key member of FAMLI’s leadership team, responsible for building and operating an efficient, effective, and customer-centered claims process to create a best-in-class experience for claimants.

Main Purpose of Job

The Director of Claims and Benefits is the senior leader of the Claims and Benefits Directorate in the Division of Family and Medical Leave Insurance (FAMLI) at the Maryland Department of Labor (MDOL). The Director of Claims and Benefits is responsible for the management, administration, planning, and oversight of the Directorate, as well as for the Directorate’s design and performance. The Directorate of Claims and Benefits is at the heart of FAMLI’s mission to ensure working Marylanders can afford to take time off to care for their loved ones and themselves.

POSITION DUTIES

Duties of this position include but are not limited to:

  • Determines organizational structure and staffing needs of the Claims and Benefits Directorate;
  • Establishes overall policies and procedures for the Directorate, oversees their implementation, evaluates their effectiveness and approves major revisions;
  • Establishes overall Directorate goals, standards, and controls to meet Directorate objectives and oversees their achievement;
  • Plan directs, and administers all aspects of the Claims and Benefits Directorate;
  • Oversees and manages the personnel and financial resources of the Directorate;
  • Develops, implements, and manages short and long-range plans for Claims and Benefits Directorate operations and resources;
  • Plans, coordinates, supervises, and evaluates the work of subordinate managers;
  • Prescribes and oversees development and training of Directorate staff;
  • Represents the Claims and Benefits Directorate before State and local officials, legislative committees, and senior managers and executives of other agencies concerning Directorate activities;

MINIMUM QUALIFICATIONS

Education:
Possession of a Bachelor's degree from an accredited college or university 

AND 

Experience:
At least ten (10) years of progressively responsible experience working and managing in complex organizations in the public, private, or non-profit sectors, including: 
  • Leading dynamic, high-performance teams
  • Developing and executing short and long-term strategies to improve organizational effectiveness and efficiency
  • Successfully managing day-to-day operations in complex, high-stakes environments

DESIRED OR PREFERRED QUALIFICATIONS

Desired or Preferred Qualifications:
  • Master's degree in Public Policy, Public Administration, Business Administration, or other relevant field.
  • Track record of providing outstanding customer experience through data-driven, user-centered improvements to organizational processes and training
  • Experience building an organizational culture of empathy, empowerment, and relentlessly high performance standards among customer-facing staff.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
