Introduction
The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

Main Purpose of Job
The main purpose of this position is to manage the operations and administrative duties of the Audit Department within the Lottery and Gaming Divisions of the MLGCA. The employee in this position has managerial responsibility for the work of the Gaming Audit Division and oversight of the Gaming Audit Manager, Casino Audit Supervisors, Sports Wagering Audit Supervisors, Staff Auditors conducting audits for compliance with MLGCC rules and regulations at Maryland Video Lottery Facilities, Retail and Mobile Sports Wagering Operators and Instant Bingo Facilities. The employee in this position has managerial responsibility for the work of the Lottery Internal Audit Division and oversight of the Internal Audit Supervisor, and Staff Auditors conducting audits of the Agency for compliance with State rules and regulations.
The position will require a working knowledge of the video lottery terminal program, including the administration of regulations and internal controls for the operation of VLTs at state licensed video lottery facilities.
The position will require a working knowledge of the table games program, including the administration of regulations, internal controls, and standard rules for the operation of table games at state licensed video lottery facilities, and validation of table game revenue.
The position will require a working knowledge of the sports wagering program, including the administration of regulations and internal controls for the operation of sports wagering at state licensed retail and mobile operators, and validation of sports wagering revenue.
The position will be responsible for the investigation of patron complaints filed against video lottery facilities and sports wagering operators.
The position will work closely with Gaming Compliance to assist licensees as they implement gaming programs regulated by the MLGCC.
The position will require a detailed knowledge of auditing standards.
POSITION DUTIES
The Director of Regulatory Compliance oversees and is responsible for managing the following operations and administrative duties of the Audit Department within the Lottery and Gaming Division:
- Gaming and Internal Audit departments
- Casino program regulation and oversight
- Sports wagering program regulation and oversight
- Minimum internal controls and standard operating procedures
- Table games standard rules
- Table game equipment
- Instant bingo facility program regulation and oversight
- Patron complaints
MINIMUM QUALIFICATIONS
Education: Bachelor’s degree from an accredited 4-year college or university.
Experience:
Five or more years of gaming industry regulatory experience in the
administration of an Audit Division pertaining to VLTs, Table Games, and Sports
Wagering with knowledge of COMAR regulations, State Laws, and gaming industry
operations.
- Self-sufficient with standard PC
software programs.
- Excellent
organization and communication skills required.

MBA or CPA, CIA, other accounting/auditing certification from an accredited organization.
