Introduction

The Maryland Department of Labor, Office of Financial Regulation, is accepting applications from qualified candidates for the position of Program Manager Senior II. This management position serves as the Assistant Commissioner for Policy for the Office of Financial Regulation. Program Manager Senior II is one of the highest managerial levels of program management in the State Personnel Management System. 

This is a Management Service position and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The Assistant Commissioner for Policy reports to the Commissioner of Financial Regulation. Supporting the Commissioner and the respective depository and financial service (non- depository) business lines, this position has the responsibilities of overseeing and directing all activities related to legislative and regulatory response, policy support, and the student loan ombudsman function. The Assistant Commissioner shall also serve as the Maryland Student Loan Ombudsman. The position functions as an advisor to the Commissioner in creating policy, legislation, and programs to protect consumers, operate a modern regulatory agency and promote a safe and competitive environment for the State's consumers and financial services industries overall. The Assistant Commissioner for Policy and Consumer Services is a position that may, at management's discretion, work remotely in accordance with the Agency's telework policies.

POSITION DUTIES

Duties of this position include but are not limited to:

  • Researching and proposing programs and policy initiatives as well as overseeing and managing the Agency's state and federal legislative and regulatory responses.
  • conceptualizing, researching, drafting, and proposing program and policy initiatives.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Bachelor’s degree from an accredited four year college or university in Public Administration or Policy, Economics, Government, Business Administration, or related field

EXPERIENCE: At least 5 years of recent professional experience in policy analysis, economic development, legislation, or business, with 3 years of legislative and/or policy affairs experience in the areas of banking, financial institutions, or affordable lending; 2 years of the total experience must also include the supervision of employees, and/or overseeing and coordinating operations of a unit

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Master's degree

Experience with Maryland’s legislative process and policy makers.

Knowledge of federal, state, and municipal financial institutions law and a familiarity with Maryland and federal legislative process

Experience presenting quantitative findings.

Project Management experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
