The Maryland Department of Labor's Office of Financial Regulation is accepting applications from qualified candidates for the position of Program Manager Senior I. This skilled position serves as the Assistant Commissioner-Outreach, Data Analysis, & Consumer Services for the Department of Labor's Office of Financial Regulation. Program Manager Senior I is one of the highest managerial levels of program management in the State Personnel Management System. Employees in this classification are responsible for directing programs that have a broad scope and major impact on agency missions and operations.

This is a Management Services position and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The Assistant Commissioner for Outreach, Data Analysis & Consumer Services reports to the Commissioner of Financial Regulation. In support of the Commissioner and respective depository and non-depository business lines, this position has the responsibilities of overseeing and directing all activities related to consumer and stakeholder outreach and education, reporting and statistical analysis, and the consumer complaint investigatory and resolution process. The position functions as an advisor to the Commissioner in creating policy, legislation, and promoting a safe and balanced environment for the State’s consumers and financial services industries. The Assistant Commissioner for Outreach, Data Analysis & Consumer Services is a position that may, at management’s discretion, work remotely in accordance with the Agency’s telework policies.


Duties of this position include, but are not limited to:

In support of the Commissioner and respective depository and non-depository business lines, the Assistant Commissioner for Outreach, Data Analysis & Consumer Services has specific responsibilities for overseeing and managing the Agency’s consumer and stakeholder outreach and education programs. Specific duties include, but are not limited to, the following:
  • Overseeing the operations of the Agency’s financial education and community outreach staff, including convening meetings, trainings and forums with stakeholders, participating in external events, and envisioning, identifying and overseeing the identification or development programs designed to improve financial education and capability, such as researching and 15% 20% 20% disseminating the most up-to-date financial education tools and resources, identifying training opportunities for stakeholders (industry and consumers); 
  • Overseeing the development of Agency material and media content, including brochures, information sheets, website maintenance, presentations, and advisories/alerts; 
  • Overseeing the preparation of internal and external reports, such as but not limited to the Annual Report of the Commissioner of Financial Regulation.


EDUCATION: Possession of a Bachelor’s degree from an accredited four year college or university in Banking, Management, Public Administration, Government, other Social Sciences, or a related field. 

EXPERIENCE: At least 5 years of recent professional experience in banking or financial services management or regulation, with at least 3 years of the experience in leadership positions with exposure to the areas of operations, operational processes, compliance, outreach, customer service, call center management, relationship banking or affordable lending, and the supervision of employees, and/or overseeing and coordinating operations of a major unit.


Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Advanced Degree in field

Experience or knowledge working with U.S. and Maryland banking and financial services environment and laws

Experience or knowledge working with stakeholders shaping federal and state financial services, policy, and programs including consumer and industry advocacy groups.
