Main Purpose of Job
The Social Service
Administration’s mission is to lead, support, and empower local departments of
social services in implementing strategies to prevent child abuse and neglect,
protect vulnerable children and adults, and preserve and strengthen families
through collaboration with state and community partners.
The fundamental agency beliefs are that children deserve to live in
nonviolent homes, safe from abuse and neglect; Families should be the
primary resource for the emotional and financial support of children;
vulnerable adults deserve to be protected from abuse and exploitation as
well as age in place. Community involvement is critical to ensure safety
for children and to provide appropriate supports for the family; and
effectiveness of human services is measured in terms of outcomes.
The main purpose of the Deputy Executive Director is to manage and direct
SSA and activities and priorities ensure appropriate resources and
assuring quality of services and compliance with all federal and state
regulations as well as ensuring central office compliance. A major
component of the work of this position is to ensure that local departments
of social services have the appropriate resources and supports for the
children and families in the State of Maryland and those resources provide
quality services to meet their needs. The Deputy Executive Director is
responsible for development of strategies to maximize and integrate
federal, state, local regulations for resource development.
The Deputy Executive Director must demonstrate expert knowledge of departmental
and agency principals, practices, and issues as well as organizational
structure, staffing patterns, and administrative controls to effectively supervise and monitor projects and initiatives.
This position also requires knowledge of current child welfare
literature, contract and monitoring methods, out-of-home placement
resources, community organizations, needs of families and children and of
current techniques and resources to treat social problems. Also, desired
is knowledge of state and federal regulations for child placing resources.
The Deputy Executive Director interacts with DHS and SSA staff for the completion of agency goals and objectives, maintains effective
professional working relationships with members of the courts, General
Assembly, media, public/private businesses and stakeholders at the City,
County, State, and Federal government levels.
POSITION DUTIES
Supervision
- Plan, organize, supervise and evaluate the work of program
- Managers and supervisors
- Approve and monitor leave for employees
- Complete MS22s and PEPs for employees
- Evaluate work and provide feedback to employees
Administration
- Provide senior management oversight for child welfare programming
- Assist with system development related to child welfare services, oversee preparation and presentation of SSA annual legislative proposals and procurements for research related to programming resources
- Develop goals and standard operating procedures for programs day-to-day operations and strategic planning
- Interpret and develop standards, procedures and policies in accordance with local, state, and federal regulations. Monitor and train statewide child welfare staff on the use of federal and state policy, regulations, and best practices related to children and families in child welfare services.
Fiscal Responsibilities
- Write, edit and/or participate in the development of the annual
- Budget preparation process for program services and Contract and Performance Monitoring Units
- Analyze and provide consultation on the services and fiscal impact of proposed changes of how services are to be delivered and the program’s budget
Management
- Represent SSA Executive Director on various committees and workgroups with authority to make binding decisions
- Lead statewide taskforce meetings, committee meetings, workgroups and participate on various boards related to child welfare outcomes.
Coordination and Facilitation
- Prepare and supervise Request for Proposals (RFPs) for required services including out-of-home placement resources and community-based programming
- Provide consultation and technical assistance to internal and external customers, including other SSA and DHS offices, local departments of social services, courts, the General Assembly, media, public/private businesses and stakeholders at the city, county, state and federal government levels
- At all times the incumbent will provide customer service to both internal and external customers that meet or exceed the standards set by the Department
MINIMUM QUALIFICATIONS
Education: Master’s Degree in Social Work or a related field
Experience: Five years of professional employment in social services administration, program management, and supervision.
SELECTIVE QUALIFICATIONS

Three years of management-level experience in social services administration and supervision.
DESIRED OR PREFERRED QUALIFICATIONS

Two years of demonstrated strong leadership and management skills, particularly in fiscal and human resource management.
Two years of demonstrated ability to assess, design, manage, and evaluate programs and practices.
Two years of demonstrated ability to implement change, motivate staff and maintain professional relationships.

· Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
