Main Purpose of Job

The Program Manager Senior I functions as the Program Manager of the Compliance Program responsible for enforcing state laws and regulations through the management and administration of numerous regulatory services. Through the application of high-level technical and policy expertise, the incumbent manages all compliance services, field monitoring activities, regulatory compliance, and legal enforcement functions associated with industrial pretreatment, National Pollutant Discharge Elimination Systems (NPDES)/state discharge permits, tidal/nontidal wetland permits and license, sediment and erosion control approvals, stormwater management approvals, well and septic system approvals, and waterway and construction permits. 

The Compliance Program is one of the most diverse and complex programs within MDE. Key elements of this position include compliance policy development and implementation, managing sensitive and controversial enforcement issues, negotiation enforcement actions with clients and/or violators, and supervising a large and diverse workforce.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Bachelor's degree from an accredited college or university that includes 30 credits in the biological, environmental, physical sciences, other appropriate technical discipline, or possession of a Bachelor's degree from an accredited college or university in Environmental Law or Environmental Public Policy or other appropriate related degree.

EXPERIENCE: Six years of experience supervising a professional staff in an environmental field or experience as an environmental project manager including assigning tasks, setting priorities, and reviewing work products.

NOTES: (1) Professional or scientific experience related to natural resources, environment or public health may be substituted on a year-for-year basis for education. (2) One additional year of experience in professional scientific, natural resources, or environmental or public health may be substituted for the 30 specialized academic credits.

SELECTIVE QUALIFICATIONS

It is required that the selected candidate have 4 years of experience in regulatory compliance work. 

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Prior experience supervising technical and administrative personnel.
  • Strong interpersonal, leadership, planning and organizational skills.
  • Experience handling challenging, high profile, controversial cases that are closely scrutinized by elected officials, the media and the public.
  • Strong written and oral communication skills to engage with a wide variety of stakeholders, including permittees, environmental groups, the public, federal and local governments, and other State agencies.
  • Technical experience applying State and federal laws and regulations, such as the Clean Water Act, NPDES permits, wetlands and waterway construction, water quality and other science based permits, laws and regulations. 
  • Experience working with the US Environmental Protection Agency (EPA), EPA Office of Water and the Office of Enforcement and Compliance Assurance, The Maryland Department of Natural Resources, Maryland Department of Planning and the Maryland Department of Agriculture. 
  • Experience with EPA's Integrated Compliance Information System (ICIS), NetDMR, and the Enforcement and Compliance History Online (ECHO) database. 
  • Experience producing data driven reports.
  • Experience with administrative, civil and criminal legal processes and working with the Office of the Attorney General.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates appointed to positions in these classifications may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date)

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
